Ibiza Town Council is preparing changes to its municipal rental assistance scheme aimed at reducing administrative delays and helping eligible residents receive financial support more quickly. The revised rules were scheduled to go before the municipal plenary on Monday, 26 October 2026, but residents will not be able to apply immediately if the changes are approved.
The main reform concerns how rental payments are checked and how grants are paid. Under the proposed procedure, applicants would need to provide evidence of rent payments while their applications are being processed. Once the council verifies the documentation and approves the grant, payment could be made directly by bank transfer, removing a further justification stage that can delay the money reaching beneficiaries.
The new rules are intended to simplify administration and improve the delivery of public assistance at a time when housing costs remain a significant concern for residents.
Rental Assistance Could Cover Up to 70% of Verified Rent
Under the proposed framework, grants could cover up to 70% of the rent that applicants can document. This is a maximum, not a guaranteed percentage for every successful applicant.
The actual amount available to each beneficiary, the income thresholds, the maximum monthly rent and the rental periods eligible for support will be specified in the individual call for applications.
Applicants will need to be registered as residents of Ibiza Town, hold a rental contract for their habitual residence in the municipality and satisfy the income and rent limits established in the relevant call. A minimum period of local residence will also be set.
The new framework is intended to allow different assistance lines to be created according to age, household circumstances and other criteria defined by the council.
Priority for Families and Vulnerable Households
The proposed rules allow the council to establish priority criteria for certain groups. These may include large families, single-parent households, households with people with disabilities or dependency needs, and people affected by gender-based or domestic violence.
The scheme is designed to assess applications against defined eligibility requirements rather than rank every applicant through an individual points-based competition.
If the available budget is insufficient to cover all eligible applications, the priorities specified in the call will apply. Among applicants within the same priority category, the order in which complete applications are submitted will determine preference.
The framework would also allow unused funds from one assistance line to be transferred to another, where the relevant call permits it. The aim is to make better use of available funding rather than leave money unused in one category while eligible applicants remain unfunded in another.
Council and Consell Collaborate on Housing Support
The rental assistance scheme forms part of cooperation between Ibiza Town Council and the Consell Insular d’Eivissa on housing support.
In November 2025, the two institutions signed an agreement that included a €250,000 contribution from the island council to finance a municipal rental assistance line covering the 2024 and 2025 financial years.
A further agreement for 2026 is planned, with an additional €250,000 contribution intended to help resident households meet rental costs. The details of the new agreement and the corresponding assistance arrangements will need to be confirmed through the relevant institutional procedures.
The changes to the municipal rules focus primarily on how applications are assessed, how supporting documents are checked and how approved grants are paid.
A Response to Ibiza’s Housing Costs
The municipality faces continuing pressure in its residential rental market, with limited housing availability and high prices making it difficult for some residents to secure or maintain a home.
Rental assistance is intended to provide financial relief to eligible households, although it is not a substitute for longer-term measures to increase the supply of affordable housing.
According to figures cited in the original report from Spain’s tax authorities and the Balearic Islands’ property agents’ association, 42.9% of principal residences in Ibiza Town are rented. This makes the rental market particularly important to the municipality’s housing situation.
The proposed changes aim to make the assistance process more efficient, but their practical impact will depend on the final rules, the funding available and the eligibility criteria set for each call.
When Can Residents Apply?
No opening date has yet been announced for applications under the revised municipal rules.
Even if the plenary approves the proposed changes, the rules must first complete the definitive approval process and be published in full in the Official Gazette of the Balearic Islands (BOIB). The council must then publish the specific call for applications.
That call will set out the grant amounts, income limits, maximum eligible rent, qualifying rental periods, residence requirements and submission deadlines.
Until those details are published, residents should not assume that applications are open or that the maximum 70% rate will apply to their circumstances.
