Ibiza Nautical Club’s Talamanca Permit Application Faces Setback After Overlapping with Council Authorisation

26 October 2026

The Club Náutico de Ibiza (CNI) has faced an administrative setback over its request to install equipment for sporting activities on Talamanca beach after the Balearic Government indicated that the application should not be admitted for processing because the area already has an active authorisation in favour of Ibiza Town Council.

The case concerns facilities associated with Un Mar de Posibilidades, the club’s social programme serving older people, people with disabilities and other groups in vulnerable situations. The club’s manager, Vicent Canals, previously said that the coastal authorities had denied permission for the facilities and announced that the organisation intended to appeal.

However, information subsequently provided by the Balearic Government’s Department of the Sea and Water Cycle points to an issue with the application itself: the location requested by the club was already covered by an authorisation granted to the council.

Government Report Cites Existing Council Authorisation

According to the explanation provided by the department, a report recommends not admitting the club’s application because the requested area already has a valid authorisation in favour of Ibiza Town Council.

The distinction is important. The explanation concerns the overlap between the two authorisation processes, rather than establishing that the social programme itself has been prohibited.

The issue came to light after Canals spoke publicly about the difficulties facing the programme. In an interview broadcast by Onda Cero on 7 October, he said the club had been refused permission for the installations used by Un Mar de Posibilidades and announced that it would challenge the decision.

The programme’s coordinators also questioned why space could be allocated to commercial beach activities while an area intended for social use faced difficulties securing permission.

The subsequent explanation from the regional department identified the existing council authorisation as the reason the club’s application was proposed for non-admission.

Canals Acknowledges the Applications Overlapped

Asked about the government’s explanation, Canals acknowledged that the two applications had overlapped.

He said the authorisation had ultimately been processed through Ibiza Town Council and confirmed that the club currently has an authorisation through the municipality.

The statement provides a different context for the earlier complaint about the denial of permission. Rather than indicating that no authorisation exists for the activities, Canals says the club is operating under an authorisation obtained through the council.

However, several details about that arrangement remain unclear.

The town council did not respond to questions about which authorisation currently covers the club’s activities, whether the use of the space was granted to the organisation free of charge, or how long the authorisation remains valid. It also did not confirm whether the two applications had formally overlapped.

What Is Un Mar de Posibilidades?

Un Mar de Posibilidades is a social programme associated with the Club Náutico de Ibiza that provides activities for older people, people with disabilities and other vulnerable groups.

The dispute has raised concerns about the continuity of activities that use the coastal environment for social and sporting purposes. However, the information available does not establish that the programme has been ordered to close or that all activities at the site have been suspended.

The immediate administrative issue is the club’s application to install elements for sporting activities in an area already authorised for use by the municipality. The precise terms under which the club can continue using the area depend on the municipal authorisation and its conditions.

A Separate Administrative Dispute at Ibiza Port

The Talamanca case comes amid a separate set of administrative difficulties for the Club Náutico de Ibiza in the public competition to manage the nautical marina at Ibiza Port.

During that tender process, the Balearic Port Authority identified several deficiencies in the club’s submission. These included a provisional guarantee presented in handwritten format, discrepancies between two budget summaries showing amounts of approximately €20 million and €3 million, and missing documentation concerning the Club Náutico de Sant Antoni, which was contributing financial solvency to the bid.

The port tender and the Talamanca authorisation are separate procedures. The documentation issues identified in the tender do not establish the outcome of the beach authorisation matter, but both cases involve questions about the club’s administrative paperwork.

Questions Remain About the Current Authorisation

The key unresolved issue in Talamanca is the legal and practical basis on which the Club Náutico de Ibiza currently uses the area for its social programme.

Canals says the club has an authorisation through the town council. However, the council has not publicly clarified the terms, duration or conditions of that arrangement in response to the questions reported.

Until those details are confirmed, it would be inaccurate to conclude that the programme has lost all permission to operate or that the regional government has ordered its closure.

The case instead highlights an overlap between the club’s application and an existing municipal authorisation, leaving questions about the formal arrangement and its duration unanswered.
