Ibiza Town Hall Set to Approve Plan for Up to 245 Public Homes Near Can Misses

September 23, 2026

Ibiza Town Hall is set to take a major step towards increasing the city's public housing supply, with the municipal plenary scheduled to give final approval on Thursday, September 24, to a change of use that could allow up to 245 protected homes and accommodation units near Hospital Can Misses.

The land is located in Sa Joveria, between the Can Misses hospital complex and the E-20, and is part of the municipality's “Eivissa, una ciutat per viure-hi” housing strategy.

Final Vote Scheduled for Thursday

The proposal is due to go before the full municipal council on Thursday, September 24.

If approved, the change of use would definitively reassign Plot 2 of Unit of Action 18 in Sa Joveria for public housing and residential accommodation rather than its previous intended purpose.

The measure has already passed its initial municipal approval stage. The public-information period ended without objections, allowing the proposal to proceed to the final plenary vote.

Up to 245 Housing Opportunities

The municipality says the site has capacity for up to 245 new housing and accommodation units.

These would combine protected public housing with accommodation units intended to address specific public-service needs.

The precise final distribution of homes and accommodation units has not yet been established in the information currently available.

For that reason, the figure of 245 should be understood as the maximum potential capacity of the site rather than 245 homes already under construction or allocated.

Land to Move From Ib-Salut to IBAVI

The plot was originally transferred by Ibiza Town Hall to the Balearic Health Service, Ib-Salut, in 2011.

It was part of a group of plots ceded to facilitate construction of the new Hospital Can Misses.

The land can now be reassigned for another public purpose following the proposed change of use.

The planned arrangement would allow the plot to be transferred from Ib-Salut to the Institut Balear de l'Habitatge, IBAVI, which would be responsible for developing the public housing project.

A Site Originally Intended for Healthcare-Related Use

The plot was originally connected to the development of the Can Misses hospital area.

There had been plans associated with using the land for a healthcare residence for hospital personnel.

Those plans have since changed, and the current proposal is to use the site for public housing and accommodation while retaining the possibility of complementary uses linked to healthcare.

Accommodation for Public Employees

The planned accommodation is intended in particular to help provide rental housing for public employees.

The proposal is being developed in a context where Ibiza faces significant pressure on access to housing, including for people working in essential public services.

The wider project therefore links public housing policy with the recruitment and retention needs of public-sector workers.

Why the Can Misses Location Matters

The plot's location beside Hospital Can Misses gives the project a direct connection to one of Ibiza's principal public-service centres.

The area is also close to the E-20, providing road access to the rest of Ibiza Town and the island's wider road network.

The location therefore offers the possibility of placing public accommodation close to an important employment and healthcare hub.

Part of 'Eivissa, una ciutat per viure-hi'

The proposal forms part of the Ibiza Town Hall's wider housing strategy, “Eivissa, una ciutat per viure-hi”.

The plan is intended to increase the amount of public housing available in the municipality and make more public land available for residential use.

The Sa Joveria plot is one of the sites being incorporated into that strategy.

The Process Began in March

The municipal process for changing the plot's use began earlier this year.

On March 26, 2026, the Ibiza Town Hall plenary approved the initial proposal to change the destination of the land.

The action followed a formal request from the Balearic Health Department to permit the new public-housing use and the eventual transfer of the land to IBAVI.

No Objections During Public Information Period

Following the initial approval, the proposal went through the required public-information process.

According to the Town Hall, no objections were submitted during that period.

That clears one of the procedural stages required before the final change of use can be approved by the municipal plenary.

Five-Year Deadline for the New Use

The agreement also establishes a maximum period of five years for the land to be put to its new intended use.

If the new purpose is not implemented within that period, or if it is not maintained for the required 30-year period afterwards, the agreement can be terminated and the plot would return to the municipal landholding.

This condition is intended to ensure that the land remains committed to the public purpose for which the transfer is being authorised.

This Is Not Yet a Construction Project

The proposal should not be confused with a housing development that is already under construction.

As of Wednesday, September 23, the municipal process is at the stage of final approval of the change of use.

Once that is approved, additional planning, design, project and development steps would still be required before homes could be built.

No construction start date for the 245-unit project has been announced in the current information.

Housing Pressure in Ibiza

The proposal comes as housing affordability and availability remain major issues on the island.

Public authorities have increasingly turned to publicly owned land as one way of creating additional protected housing.

The Can Misses site provides another example of land originally assigned to a different public purpose being reconsidered for housing as local priorities evolve.

A Public Housing Opportunity Near the Hospital

The potential 245-unit development would bring a sizeable addition to Ibiza Town's public housing capacity if the project ultimately reaches construction.

Its proximity to Can Misses could also make it particularly relevant to workers in healthcare and other public services.

However, the final number, type and allocation of units will depend on the subsequent development of the project.

What Happens Next?

The immediate next step is the municipal plenary session on Thursday, September 24.

The council is expected to vote on the definitive change of use for the Sa Joveria plot.

If approved, the land can proceed towards transfer to IBAVI and the development of the public housing and accommodation scheme.

That would move the initiative beyond the current planning and land-use stage, although it would still be some distance from actual construction.

A Potential 245-Unit Addition to Ibiza's Public Housing

The Sa Joveria plot represents an opportunity to place up to 245 protected homes and accommodation units on publicly controlled land beside Hospital Can Misses.

The project has already passed its initial approval and public-information stages and is now awaiting the final municipal vote.

For Ibiza, the proposal is another step in the expansion of public housing, but the homes do not yet exist and construction has not begun.

The next milestone is Thursday's plenary vote, which will determine whether the proposed change of use receives its definitive approval.
