The mayor of Sant Antoni, Marcos Serra, has publicly defended deputy mayor Miguel Tur and rejected allegations that companies connected to the business interests surrounding O Beach have received preferential treatment from the municipality. The statements came during an extraordinary council meeting on Thursday, 29 October 2026, requested by the PSOE to examine Tur's financial relationship with Ice Properties, a company linked to entrepreneur Duane Lineker's business group.
The controversy centres on a €190,000 mortgage-credit transaction involving a property belonging to Tur's sister, alongside questions about the councillor's participation in municipal contracts and planning decisions involving companies connected to the same business environment.
Tur defended the transaction as a private and lawful financial arrangement, insisting that the money was repaid with interest and that his private dealings had not influenced his public responsibilities. The PSOE, however, maintains that the circumstances raise questions about potential conflicts of interest and whether the councillor should have abstained from certain municipal decisions.
The €190,000 Property Transaction Explained
During the extraordinary session, Miguel Tur explained that he had sought financial assistance after his family faced the possible loss of a second property belonging to his sister, following financial difficulties and the seizure of another family property.
According to his account, the family needed to secure €190,000 within approximately three weeks. Although banks were prepared to consider financing, the process would have taken around three months, leaving insufficient time to prevent the property from being lost.
Tur said he contacted several businesspeople on the island, but Ice Properties was the only company willing to support the arrangement.
The company acquired the mortgage credit secured against the property on 9 August 2024. On 20 December of the same year, Tur purchased the property and arranged a mortgage in his own name to finance the acquisition.
The councillor insisted that the outstanding credit was settled through a bank cheque when the property transaction was formalised before a notary.
He also denied receiving any financial advantages, saying there had been no discounts, debt forgiveness, payment extensions or special conditions. According to Tur, Ice Properties recovered its full investment together with interest, which he said exceeded the rates that a bank would have charged.
Tur maintained that the arrangement was entirely private and did not involve the municipal government.
PSOE Questions More Than €2 Million in Municipal Contracts and Payments
The opposition's concerns extend beyond the property transaction itself.
According to figures presented by PSOE spokesperson Antonio Lorenzo, companies linked to the business interests surrounding Duane Lineker received more than €2 million in municipal contracts and payments during the current municipal legislature.
The opposition's breakdown included approximately €1.7 million in contracts awarded through public procurement procedures, more than €200,000 in smaller contracts and around €60,000 in invoices processed through procedures involving the omission of the municipal intervention function.
However, this overall figure does not establish that the contracts were irregular.
Tur responded that a substantial proportion involved publicly tendered projects, including the works at the Sant Rafel nursery school, which were awarded for approximately €1.52 million.
He also provided figures specifically relating to his own departments of Festivals and Commerce. According to his explanation, these departments awarded 16 services to companies within the business environment in question, with a combined value of €74,704 during the current legislature.
Tur acknowledged that eight of these 16 contracts had received observations from the municipality's economic services. Some of the observations concerned the processing of minor contracts and possible contract splitting.
The councillor referred to services including security for events such as Rock Nights Festival and the Christmas market, as well as repairs to awnings. He argued that certain expenses were justified by urgent requirements or the particular circumstances surrounding individual events.
The PSOE has requested further documentation to establish who authorised the expenditure, how the observations were addressed and what role Tur played in the relevant procedures.
Seven Invoices and Questions Over Municipal Financial Controls
Another issue raised by the opposition concerns seven invoices worth approximately €60,000 that were processed through procedures involving the omission of the municipal intervention function.
According to the PSOE's presentation, five of these invoices dated from after the beginning of Tur's financial relationship with Ice Properties.
The opposition has requested access to the relevant files to establish why the invoices were processed in this way, which municipal officials were involved and what procedures followed the financial-control observations.
An omission of the intervention function is a matter concerning the municipality's financial-control procedures. However, it does not automatically establish that an invoice was unlawful or that a criminal offence occurred.
The PSOE argues that access to the underlying documentation is necessary to assess the circumstances of each payment.
Planning Decisions and the Possible Conflict of Interest
The councillor's participation in decisions taken by Sant Antoni's Local Government Board was another central issue during the meeting.
One of the decisions concerned a planning permission approved on 4 April 2024 for a development of 16 homes on Carrer des Vedranell, involving Ice Properties.
Tur said his first contacts with the company took place in mid-July 2024, more than three months after the planning permission had been approved. He therefore argued that the decision preceded his financial relationship with the company.
A second matter concerned the acceptance of a land transfer in favour of Sant Antoni Town Council on 15 April 2025, also connected with the development.
By that stage, Ice Properties had acquired the mortgage credit relating to his sister's property, and Tur had subsequently completed the purchase of the home.
Tur argued that his financial obligations to the company had already been settled when the second decision was taken. He also maintained that both municipal agreements were supported by favourable technical and legal reports.
The PSOE has questioned whether the councillor's circumstances required him to abstain from participating in particular decisions and has requested the documentation needed to assess the matter.
Marcos Serra Rejects Preferential Treatment
Mayor Marcos Serra defended his councillor and firmly rejected claims that the companies connected to Lineker had received special treatment from the municipality.
Serra argued that a private financial transaction between a councillor and a company should not automatically be interpreted as evidence that the company benefited from preferential treatment in public administration.
To support his position, the mayor pointed to municipal enforcement and planning procedures involving companies within the same business environment.
These included urban-planning enforcement proceedings, sanctions relating to waste discharges and action concerning alleged breaches in public works, including the Sant Rafel nursery school project.
Serra also highlighted that Tur does not have delegated responsibility for Urban Planning, Activities, Public Safety, Public Works or the Environment, although he remains a member of the Local Government Board.
The mayor further argued that Tur's vote was not decisive in the relevant planning decisions and that municipal licences are processed on the basis of technical and legal reports.
Nevertheless, the PSOE maintains that the councillor's membership of the Local Government Board and his private financial relationship with Ice Properties require closer examination.
PSOE Maintains Its Questions as Documentation Remains Outstanding
The extraordinary meeting ended without resolving the political disagreement between the government team and the opposition.
The PSOE said the explanations provided by Tur and Serra had not addressed all its concerns and reiterated its request for access to outstanding municipal files.
The opposition is seeking further information about procurement decisions, invoices, planning agreements, possible obligations to abstain and other administrative matters involving companies connected to the business group.
Tur responded that more than 170 requests for access to municipal documentation had been submitted since the beginning of the legislature and said the municipality was dealing with them progressively.
The councillor also defended his position on the information requested about his financial circumstances, arguing that certain personal economic details were protected by tax confidentiality rules.
Serra concluded by arguing that political responsibility must be assessed on the basis of concrete actions and evidence rather than suspicions alone.
For now, the competing positions remain clear: the mayor and his councillor maintain that the financial transaction was private and that municipal decisions were properly handled, while the PSOE continues to demand documentation to establish whether any conflict of interest arose in the municipality's dealings with the companies concerned.
