Formentera's hotel sector is calling for a closer look at the island's tourism model after hotel occupancy fell by almost four percentage points in August compared with the same month last year.

Hotels recorded an average occupancy of 87.10% in August 2026, compared with 91.04% in August 2025, representing a drop of 3.94 percentage points.

The decline has reopened a long-running debate over whether some of the restrictions introduced in recent years could be influencing visitor behaviour and the island's tourism performance.

The Federation of Hotel Associations of Ibiza and Formentera has specifically pointed to three areas for analysis: vehicle restrictions under Formentera.eco, regulations affecting music and nightlife, and difficulties surrounding beach services.

A Different August for Formentera

The August figures are notable because the hotel sector had remained relatively resilient earlier in the season.

In July, Formentera recorded 86.28% hotel occupancy, slightly above the 2025 figure. At the same time, however, businesses outside the hotel sector had already reported a more uneven season, with some restaurants, shops and beach businesses describing weaker activity and more price-sensitive visitors.

The August figures therefore add a new element to concerns that had previously been concentrated mainly among businesses operating directly with tourists on the island.

Beach Services Become Part of the Debate

One of the most visible problems during the 2026 season concerned the availability of sun loungers and umbrellas on Formentera's beaches.

An initial decision from the Directorate General of Coasts and Litoral reduced the number of authorised loungers by 681 and umbrellas by 339 compared with the Consell's original request.

The decision created uncertainty at the start of the season, with concessionaires reporting costs linked to staff and accommodation before they were able to begin operating normally.

The situation was eventually resolved more favourably, with the definitive authorisation covering 1,900 of the 1,960 requested loungers and 950 of 980 umbrellas. That represented around 97% of the original request.

Even so, the disruption during the opening weeks of the season became part of the wider debate about the visitor experience.

Nightlife Restrictions Also Under Scrutiny

Music and nightlife have become another contentious issue.

Formentera entered the 2026 season with a reduced nightlife offer, while several establishments faced enforcement measures linked to previous inspections.

Equipment sealing procedures affected a number of businesses, reviving criticism over the timing of enforcement actions and their potential effect on the island's evening offer.

At the same time, not all businesses have taken the same position. Some industry representatives have called for greater regulatory clarity and proportionality, while others have argued that the existing rules are clear and should be enforced.

Formentera.eco Remains More Complicated

The debate over vehicle restrictions is less straightforward.

Formentera.eco limits the number of vehicles entering and circulating on the island during the high season. In 2026, the system applies from June 1 to September 30, with a maximum of 10,287 vehicles subject to the regulation.

For visitors, the system includes a daily quota of 1,732 cars and 122 motorcycles, alongside specific allocations for other categories.

The policy was introduced to tackle traffic congestion and pressure on the island, and it has also received support from sections of the business community.

For that reason, the current discussion is not necessarily about removing Formentera.eco, but about understanding whether the way the different restrictions operate together could affect tourism demand.

No Evidence Yet That Restrictions Caused the Fall

This is an important distinction.

The fall in August occupancy does not, by itself, establish that tourism restrictions caused the decline.

Formentera already has data and tourism surveys that can be used to examine visitor behaviour, including information on spending, length of stay, satisfaction, mobility and activities.

The island's 2024 tourism barometer, for example, showed very high overall visitor satisfaction, while identifying prices, roads and the limited nightlife offer among the weaker-rated aspects.

The available information can therefore help identify possible factors, but more analysis is needed before drawing a direct link between individual restrictions and the August hotel decline.

A Question About the Future Tourism Model

The latest figures have nevertheless brought the discussion back to a much larger question: how much tourism can Formentera accommodate while maintaining the characteristics that make the island attractive?

Measures controlling vehicles, regulating nightlife and limiting or restructuring tourist services are designed in part to protect the island from excessive pressure.

At the same time, the tourism sector depends on maintaining a visitor experience that remains competitive and consistent.

The challenge is finding a balance between controlling saturation and ensuring that visitors can still access the services and experiences expected from a major Mediterranean destination.

Formentera Looks for Answers

For now, the hotel sector is asking for the decline to be analysed rather than immediately attributed to one particular cause.

The 87.10% occupancy recorded in August remains a strong figure in absolute terms, but the nearly four-point year-on-year decline is significant enough to prompt questions about what is changing in the island's tourism market.

With restrictions, visitor behaviour, prices, transport, accommodation and the wider tourism offer all influencing the experience, the coming months are likely to bring renewed discussion about how Formentera should manage tourism in the years ahead.

Formentera's challenge is no longer simply attracting visitors. It is finding the right balance between limiting pressure on the island and preserving the services, accessibility and experiences that encourage those visitors to return.
