The municipal building in Algete that bears the name of Joan Manuel Serrat will not be renamed after a local resident after the man chosen for the new name rejected the honour.

Cruz Epifanio Mateo Fernández, a 90-year-old former music-school director and prominent figure in the Madrid municipality's cultural life, declined the proposal following the political controversy that surrounded the decision.

The Algete government subsequently accepted his decision, bringing the proposed renaming to an unexpected end.

The original decision

On May 28, Algete's municipal government approved changing the name of the building currently known as Edificio Joan Manuel Serrat.

The approved new name was Edificio Cruz Epifanio Mateo Fernández.

The same plenary session also granted Fernández the title of Hijo Predilecto de la Villa de Algete.

The decision was formally published in the Official Gazette of the Community of Madrid in June.

Why Fernández was chosen

The municipality cited Fernández's long contribution to local cultural, musical, educational and sporting life.

He worked as a teacher and composer and was director of the Banda de Música Villa de Algete. He was also involved in the municipality's music education and cultural activities for decades.

The official resolution described his contribution to Algete's cultural, musical and sporting development as a reason for granting him the distinction.

Serrat's name had been on the building since 2007

The municipal building had carried Joan Manuel Serrat's name since 2007.

According to the official municipal documentation, the property combines sporting and cultural activities.

The proposal to change its name therefore involved replacing an existing public designation rather than naming a previously unnamed facility.

Opposition to removing Serrat's name

The proposal became controversial in Algete.

The local PSOE and Vecinos por Algete opposed removing Serrat's name, while making clear that they supported recognising Fernández and his contribution to the municipality.

Their objection was specifically to using the existing Serrat building for the new tribute.

Opposition representatives argued that Fernández could be honoured through another municipal space without removing the existing name.

The government defended the proposal

The governing coalition in Algete consisted of the Partido Popular, Unión de Ciudadanos Independientes and Unión Santo Domingo.

The local government defended Fernández's connection to the municipality and argued that his professional and cultural career made him appropriate for the recognition.

At the same time, it argued that Serrat did not have a direct connection to Algete. That was the municipal government's stated justification for the original change.

Fernández declines the honour

After the controversy intensified, Fernández informed the Ayuntamiento that he did not want the building to be renamed after him.

Reports from the municipality said the decision followed the political dispute and pressure surrounding the proposed change.

The local government said Fernández had received insults and other hostile treatment in connection with the controversy. These statements came from the municipal government and have not been independently established as facts in the available reporting.

The municipality accepts his decision

The Algete executive subsequently accepted Fernández's decision.

As a result, the planned change from Edificio Joan Manuel Serrat to Edificio Cruz Epifanio Mateo Fernández will not proceed.

This means that the proposal approved in May did not ultimately result in the building receiving Fernández's name.

A distinction between the two honours

Fernández's decision concerned the naming of the municipal building.

His separate recognition as Hijo Predilecto de la Villa de Algete had been approved at the same time.

The controversy over the building's name should therefore not be confused with the municipality's recognition of Fernández's wider career and contribution to Algete.

Serrat's building name remains at the centre
