Should Ibiza Set a Population Limit? Construction and Architecture Experts Open the Debate

October 16, 2026

The first Foro Técnico Ibiza 2026 brings together representatives from five professional organisations to discuss the island’s population growth, territorial capacity and the challenges facing construction and infrastructure.

How many people can Ibiza sustainably accommodate? That question will be at the centre of the first Foro Técnico Ibiza 2026, a professional gathering scheduled for Friday, 16 October, bringing together representatives from the construction, architecture and engineering sectors.

Organised by Ibiza Observatorio Edificación and Construnews, the event is titled Ibiza, techo de población para nuestra isla (Ibiza: A Population Ceiling for Our Island). It aims to bring technical perspectives into a debate that has become increasingly prominent as the island faces population growth, pressure on housing and demands on infrastructure and public services.

The forum is intended to examine the island’s capacity from the perspective of professionals involved in planning, designing and constructing its built environment. It is a discussion about whether a population ceiling should be considered, not an announcement that a limit has been adopted.

Representatives From Five Professional Organisations

The discussion will bring together representatives from the construction industry and professional bodies covering architecture and engineering.

The announced participants are:

  • Consuelo Antúnez, president of the Ibiza Association of Builders and vice-president of the Balearic association.

  • David Berlanga, president of the Official College of Industrial Technical Engineers of the Balearic Islands (COETIB).

  • Juan Tur, treasurer of the Official College of Industrial Engineers of the Balearic Islands (COEIB).

  • Lluís Oliva, president of the Ibiza and Formentera branch of the Official College of Architects of the Balearic Islands (COAIB).

  • Mar Pacheco, president of the Official College of Quantity Surveyors and Technical Architects of Ibiza and Formentera.

Their participation is intended to bring different professional perspectives to questions about land use, construction, infrastructure and the practical limits of development on an island.

Data on Construction and the Island’s Capacity

The programme will include a presentation of statistical information by Antonio Calvo and Juan Planells, founders of Ibiza Observatorio Edificación.

The data are intended to provide a factual basis for the discussion, including information on the state of construction and the island’s capacity. The session will be moderated by Xavier Jiménez, director of Construnews.

Rather than relying solely on political opinions or general impressions, the organisers say the aim is to introduce technical evidence into a debate about Ibiza’s future development.

The information presented at the forum will be important to understanding the arguments made by the participants. A population ceiling, however, would require decisions about how such a limit should be defined, measured and implemented. The forum itself does not establish those policies.

Population Growth, Housing and Infrastructure

The question of how much further Ibiza can grow has become increasingly prominent in local discussions about housing affordability, transport, water resources and pressure on public services.

Supporters of limits on population growth argue that the island has finite land and resources and that continued expansion can place additional strain on its environment and infrastructure.

Others focus on the need to address housing supply, planning rules and infrastructure provision so that residents and workers can continue to live on the island.

The technical forum offers an opportunity to examine these challenges through the experience of construction and engineering professionals. Its discussions may help inform the wider debate, although no specific policy outcome should be assumed before the event takes place.

Foro Técnico Ibiza 2026: Event Details

  • Event: First Foro Técnico Ibiza 2026

  • Theme: Ibiza, techo de población para nuestra isla

  • Time: 18:00

  • Organisers: Ibiza Observatorio Edificación and Construnews

  • Admission: Free, with prior registration

  • Participants: Representatives of the construction, architecture and engineering sectors

The forum brings a technical dimension to one of Ibiza’s most consequential questions: how the island can balance population growth, housing needs, infrastructure and environmental limits. Its significance will depend not only on the arguments presented, but also on how the evidence contributes to future public and political decisions.
