The political dispute surrounding Sant Antoni councillor Miguel Tur has intensified after the local Partido Popular accused the PSOE of misrepresenting the explanations given during an extraordinary council meeting about Tur's financial relationship with Ice Properties.
In a statement published on Wednesday 4 November, the PP defended the councillor's handling of the property transaction involving his sister's home and argued that Mayor Marcos Serra was unaware of the arrangement when the municipal decisions now questioned by the Socialists took place.
The PP also challenged the PSOE's demand for Tur's resignation, pointing to previous controversies involving two Socialist councillors, Xavier Rey and Antonio Lorenzo, and accusing the opposition of applying different standards depending on political affiliation.
The dispute follows an extraordinary plenary meeting on 29 October, requested by the PSOE to examine Tur's financial relationship with Ice Properties, a company linked to businessman Duane Lineker's business group.
PP says mayor did not know about the transaction until September
The PP's latest statement centres on the timing of the property transaction and the knowledge of Mayor Marcos Serra.
According to the party, Serra did not become aware of the arrangement involving Tur and Ice Properties until September 2026, when information about it appeared in the media.
The PP says this was more than a month after the municipal vote in August that the PSOE has now raised as a matter of concern.
The party argues that the issue was addressed during the extraordinary meeting on 29 October, when the governing team explained that the mayor had not known about the private transaction at the time of the vote.
The PP criticised the Socialists for requesting an extraordinary meeting to obtain explanations and then issuing a subsequent statement that, according to the governing party, contradicted what had been discussed.
It has called on the PSOE to publicly correct its account and pointed out that the full meeting is available through the Town Hall's official YouTube channel.
The property transaction involving Miguel Tur and Ice Properties
During the 29 October meeting, Tur explained that he had contacted several businesspeople after his family faced the possible loss of a property belonging to his sister.
According to his account, the family needed to address a debt of approximately €190,000 within three weeks. He said that he had been unable to obtain bank financing within that period and that Ice Properties was the only company willing to acquire the mortgage credit.
The transaction took place on 9 August 2024. Tur subsequently purchased the property on 20 December 2024, using a new mortgage in his own name to settle the outstanding amount with the company.
Tur maintained that Ice Properties received its investment back together with interest, which he said was higher than the interest that would have been charged by a bank.
He denied receiving discounts, debt forgiveness, payment extensions or special conditions and described the arrangement as a private family matter.
The PP has supported this explanation, arguing that the transaction should be distinguished from the municipality's administrative decisions and that each public contract or urban-planning file must be assessed on its own documentation.
PSOE raises further questions about a municipal vote in August 2026
The controversy developed further on 4 November when the PSOE raised questions about another municipal decision involving the same business group.
According to Europa Press, the Socialists had examined minutes from a Local Government Board meeting held in August 2026. They say Tur participated as a voting member in an agreement authorising modifications during construction of a development comprising 16 homes, a swimming pool, communal areas and parking on Carrer des Vedranell.
The project was promoted by the business group connected to the company involved in Tur's financial transaction.
The PSOE wants the mayor to explain when he became aware of the relationship and why measures were not taken to prevent Tur from participating in municipal decisions concerning the companies.
The Socialists have also announced that they will request the relevant documentation and technical and legal reports.
The PP's response maintains that Serra was unaware of the private transaction until September, after the August vote. This is the governing party's explanation of the timeline, but it does not independently establish whether Tur should have abstained from the vote or whether the applicable conflict-of-interest rules were properly assessed.
PP recalls previous controversies involving two PSOE councillors
The PP has also challenged the Socialists' demand that Tur resign, arguing that the party should apply the same standards of political responsibility to its own representatives.
It specifically refers to two cases involving Sant Antoni PSOE councillors.
The first concerns Xavier Rey, who is listed among the co-owners of a property in a rural area where the Town Hall identified construction work and other interventions without the required authorisation.
In September 2025, Periódico de Ibiza reported that the municipality had opened an urban-planning legality restoration procedure concerning the property. The proceedings involved an inherited estate in which Rey was listed as a participant. The Town Hall ordered the restoration of the property's previous physical condition, including the removal of irregular construction.
Rey disputed aspects of the proceedings, arguing that the case contained serious procedural defects and that it was not being pursued directly against him personally. The PP now cites the case as an example of what it considers inconsistent political standards.
The second case concerns Antonio Lorenzo, the PSOE spokesperson in Sant Antoni. According to a report published in December 2022, Lorenzo tested positive during a Local Police alcohol control while driving in the town.
The reported result was 0.47 milligrams of alcohol per litre of exhaled air. The report described the incident as an administrative traffic offence rather than a criminal offence, with a proposed fine of €500 and the withdrawal of four driving licence points.
The PP argues that neither councillor left his seat following these episodes and questions why the PSOE is demanding Tur's resignation.
These comparisons represent the PP's political argument. The circumstances of the three cases are different and should not be treated as legally equivalent.
A wider dispute over political responsibility and public contracts
The dispute over Tur has developed beyond the original property transaction into wider questions about the relationship between the municipality and companies linked to the business group.
During the 29 October meeting, Tur acknowledged that the Fiestas and Commerce departments had awarded 16 services to companies in the group during the current municipal term, worth a combined €74,704.
He also acknowledged that eight of those contracts had received observations from municipal economic services, including concerns relating to the processing of minor contracts and possible contract splitting.
The councillor argued that the PSOE's figure of more than €2 million in business with the municipal administration included larger contracts awarded through public procurement procedures, including the €1.52 million works contract for the Sant Rafel nursery school.
The PSOE maintains that the overall volume of business, the financial relationship involving Tur and his participation in decisions affecting related companies warrant further scrutiny.
The mayor, Marcos Serra, has denied that the municipality granted preferential treatment to companies connected to Duane Lineker. He has also pointed to municipal urban-planning and enforcement proceedings involving businesses in the same business network.
Judicial investigation remains separate from the political dispute
The property transaction has also been the subject of separate judicial proceedings.
According to reporting by elDiario.es, a court admitted a complaint alleging a possible offence of alzamiento de bienes in connection with the transfer and subsequent purchase of the property. Tur and his sister were reported as being under investigation in that case.
The allegation concerns whether the property transaction affected creditors' ability to recover outstanding debts. Tur has defended the transaction as lawful and has denied wrongdoing.
The existence of an investigation does not establish criminal responsibility, and no conviction has been reported in the sources reviewed.
The political questions about Tur's participation in municipal decisions are also distinct from the criminal investigation and require examination of the relevant administrative records and applicable rules.
Political disagreement continues in Sant Antoni
The PP has called on the PSOE to correct what it describes as an inaccurate account of the 29 October meeting and to apply the same standards of responsibility to its own councillors.
The Socialists, meanwhile, continue to demand documentation and explanations about the financial relationship, the August 2026 municipal vote and the mayor's knowledge of the circumstances.
At the centre of the dispute are two questions that remain distinct: whether Tur's private financial dealings created a situation requiring him to abstain from particular municipal decisions, and whether the Town Hall handled those decisions correctly.
The competing statements from the PP and PSOE have not resolved those questions. The municipal records, the applicable conflict-of-interest rules and any relevant judicial findings will be important in determining the facts.
