Ibiza Allocates €3 Million to Housing: How Much Each Municipality Will Receive and Which Projects Will Be Funded

03 November 2026 г.

The Consell Insular d'Eivissa is allocating €3 million to housing initiatives across the island's five municipalities through its 2026 Municipal Cooperation Plan, supporting measures ranging from rental assistance and the rehabilitation of public housing to the acquisition of land for future affordable housing developments.

The funding is being distributed according to population-based criteria agreed by the island's mayors in March 2026. The municipality of Ibiza Town receives the largest allocation, with almost €1 million, followed by Santa Eulària, Sant Josep, Sant Antoni and Sant Joan.

Four cooperation agreements, covering a combined €2.44 million, were published in the Official Gazette of the Balearic Islands (BOIB) on 31 October. The agreement with Sant Josep had also been approved by the Consell's Executive Council on 23 October, but had not yet appeared in the official publication at the time of reporting.

How the €3 Million Housing Budget Is Distributed

The planned allocation across the five municipalities is:

Municipality Allocated funding
Ibiza Town (Eivissa) €997,680.58
Santa Eulària des Riu €776,111.77
Sant Josep de sa Talaia €560,715.92
Sant Antoni de Portmany €537,941.74
Sant Joan de Labritja €127,550.00

The allocation figures add up to €3,000,000.01 due to a one-cent rounding difference in the published amounts.

Each municipality will manage its own housing initiatives using the funding, with projects adapted to local requirements.

Ibiza Town: €997,680.58 for Public Housing Rehabilitation and Rental Assistance

Ibiza Town receives the largest allocation, with €997,680.58.

According to the published agreement, the funding will be divided between two initiatives:

  • €747,680.58 for the rehabilitation of public housing intended for young people.

  • €250,000 for rental assistance aimed at resident families who are not already receiving housing benefits from the Balearic Government.

The measures combine investment in existing public housing with direct support for residents experiencing difficulties accessing the rental market.

Santa Eulària: €776,111.77 for Land and Buildings for Affordable Housing

Santa Eulària des Riu will receive €776,111.77, with the entire allocation earmarked for acquiring land and buildings.

The objective is to enable the municipality to develop or rehabilitate properties for officially protected housing (VPO) or limited-price housing (VPL).

The investment is intended to increase the availability of more affordable residential properties in the municipality, although the funding allocation itself does not mean that new homes have already been completed or made available.

Unlike the other published agreements, Santa Eulària's allocation is scheduled to be paid in full in advance following the signing of its agreement.

Sant Josep: €560,715.92 Included in the Allocation

Sant Josep de sa Talaia has been assigned €560,715.92 under the 2026 housing cooperation plan.

However, its specific agreement had not yet been published in the BOIB alongside the four other municipal agreements.

The municipality is included in the overall distribution approved by the Consell, but further details of the projects and payment arrangements should be treated as pending until its individual agreement becomes publicly available.

Sant Antoni: €537,941.74 for Protected Housing Land and Rental Support

Sant Antoni de Portmany will receive €537,941.74, divided between the acquisition of urban land and rental assistance.

The allocation includes:

  • €467,941.74 for acquiring an urban plot intended for future protected housing construction.

  • €20,000 for rental assistance to residents under 30.

  • €50,000 for rental assistance to older residents.

The municipality plans to combine this contribution with funding from its 2025 cooperation agreement to support the acquisition of land for future public housing developments.

The approach combines longer-term investment in residential land with financial assistance for residents currently facing rental costs.

Sant Joan: €127,550 for Rental Assistance

Sant Joan de Labritja will receive €127,550, with the entire allocation directed towards rental assistance.

The programme is intended to help residents with limited financial resources cover part of their housing costs, subject to the municipality's eligibility requirements.

The initiative is particularly aimed at people and families who do not have sufficient coverage through other available housing support programmes.

When Will the Municipalities Receive the Funding?

The agreements establish different payment arrangements depending on the municipality.

For Ibiza Town, Sant Antoni and Sant Joan, the Consell plans to transfer 10% of the allocated funding during 2026, with the remaining 90% scheduled for 2027 after the corresponding projects have been justified.

Santa Eulària will receive its full allocation in advance following the signing of its agreement.

The municipalities are responsible for implementing their respective housing initiatives and providing the required justification to the island council regarding the use of public funds.

Second Consecutive Year of Housing Cooperation Funding

The 2026 allocation continues a municipal housing cooperation initiative introduced in 2025, when the Consell and the island's five town councils signed their first specific agreements, also worth €3 million.

The initiative is designed to give municipalities greater financial capacity to respond to local housing needs through rental assistance, public housing rehabilitation, land acquisition and the development of protected or limited-price residential properties.

With housing affordability remaining a major challenge across Ibiza, the funding provides another round of financial support for municipal projects. However, the effectiveness of the investment will ultimately depend on how quickly the municipalities implement their planned measures and how many residents benefit from the resulting housing initiatives.
