Correos Sets Minimum Services for Spain's 11 November General Strike, Including Rules for Balearic Islands

07 November 2026 г.

Correos will maintain mandatory minimum services during Spain's nationwide general strike on Wednesday, 11 November 2026, with staffing requirements established for post offices, distribution units and postal processing centres.

The Ministry of the Interior published the rules in the Official State Gazette (BOE) on Friday, 6 November, through Order INT/1170/2026 of 5 November.

The measures apply to the full-day strikes called by CCOO, UGT and CGT and are intended to protect essential postal operations connected with Spain's general election on 29 November.

The order prioritises the processing and delivery of postal voting documents, the handling of electoral correspondence and the distribution of election campaign material.

The staffing requirements vary according to the size and function of each Correos facility. They do not mean that all ordinary postal services will operate as normal during the strike.

How many employees must remain in Correos offices?

The order requires customer-facing Correos offices to open during their usual operating hours for election-related activities, including accepting postal voting applications, delivering electoral documentation and receiving postal votes.

The minimum staffing levels depend on the size of each office:

  • Offices with up to four employees must have at least one employee per shift.

  • Offices with between five and eight employees must have at least two employees per shift.

  • Offices with more than eight employees must have at least three employees per shift.

In every case, one of the employees on duty must be the office director or manager, who is responsible for ensuring that the office opens and carries out the required electoral services.

In rural areas, services that normally provide customer-facing opening hours must also open to handle the same election-related procedures.

Minimum staffing for postal deliveries

The order establishes separate requirements for distribution and delivery operations.

Special Distribution Units must maintain 50% of their morning-shift workforce to deliver electoral documentation to the Electoral Census Office and voters. The afternoon shift must also retain 50% of its workforce for deliveries to voters.

Each shift must additionally have a responsible employee to oversee the unit's opening, closing and control of postal items.

Distribution Units and Rural Services must retain 50% of their delivery workforce, with a minimum of one employee, alongside a responsible person.

The required staff will handle electoral documentation, maintain control of the relevant deliveries and carry out other tasks connected with the election process.

Postal processing centres must retain 25% of staff

The BOE also establishes minimum staffing of 25% of the workforce on morning, afternoon and night shifts at designated automated postal processing centres.

These facilities include centres in Santiago de Compostela, Valladolid, Oviedo, Vitoria, Zaragoza, Barcelona, Mérida, Alicante, Valencia, Palma de Mallorca, Seville, Granada, Málaga, Las Palmas and Tenerife.

The minimum staffing is intended to ensure the processing of electoral mail and election propaganda.

The same 25% requirement applies to specified facilities in Pamplona, Jerez and Murcia for loading and unloading electoral mail routes, as well as designated centres in Madrid and Barcelona for election propaganda and international postal voting operations.

For the Balearic Islands, the inclusion of the Palma de Mallorca Automated Processing Centre means that the minimum staffing requirement will also apply to the facility handling the relevant electoral mail operations.

Minimum services at Correos headquarters

The ministerial order also sets minimum staffing levels for essential functions at Correos' central headquarters in Madrid.

The total staffing requirements in the affected headquarters areas must remain below 10% of the workforce concerned.

The allocations include 20 employees in Technology and Digital Transformation to maintain election-related systems, infrastructure, cybersecurity and reporting.

The Operations Directorate must retain 21 employees to coordinate transport, processing centres, distribution and operational resources.

Other minimum staffing allocations include:

  • General Secretariat and Public Policies: 15 employees.

  • Commercial Directorate: 4 employees.

  • Human Resources: 6 employees.

  • Strategy, Sustainability and Brand: 2 employees.

  • Legal Services: 2 employees.

  • Finance: 3 employees.

  • Audit and Control: 1 employee.

These employees will support functions considered essential to the electoral process, including the security of facilities, the handling and tracking of electoral documentation, the operation of digital systems, urgent payments and coordination with electoral authorities.

Why are minimum services being established?

The Ministry of the Interior says the measures are necessary because the strike falls during the period in which Correos has specific public-service obligations relating to the general election scheduled for 29 November.

These responsibilities include processing postal voting applications, delivering electoral documentation, handling completed postal votes, collecting election materials from polling stations and distributing campaign propaganda sent by political candidates.

The Government considers these activities essential to protecting the constitutional right to vote.

The order seeks to balance employees' right to strike with the need to maintain the services required for the electoral process.

Correos will designate the employees required to work

The BOE confirms that Correos will be responsible for individually designating the employees who must cover the mandatory minimum services during the strike.

The staffing rules apply across the company's relevant offices, processing centres and distribution network throughout Spain.

For customers, the important distinction is that certain electoral postal procedures must continue, but the minimum-services order does not guarantee that every ordinary postal operation will be available without disruption on 11 November.

The general strike is scheduled to last 24 hours, from midnight to midnight on Wednesday, 11 November, subject to the specific arrangements for workplaces operating multiple shifts.

With the general election approaching on 29 November, the measures are intended to ensure that the postal services required for voting remain operational during the industrial action.
