Aena Puts €7.1 Million Ibiza Airport Assistance Contract Out to Tender, with More Wheelchairs and Lifts Planned

November 05, 2026

Aena has launched a new tender worth approximately €7.12 million, including VAT, for assistance to passengers with reduced mobility at Ibiza Airport over an initial three-year period. The contract forms part of a larger €69 million procurement covering Ibiza, Palma de Mallorca and Menorca airports, and sets out minimum equipment requirements, passenger waiting-time targets and provisions for additional resources if airport works disrupt normal routes.

The tender was published on 3 November 2026 under procurement reference DEA-519/2026. The Ibiza allocation is €5,886,551.96 excluding VAT, equivalent to €7,122,727.87 including VAT, according to the breakdown of the tender documentation reported by La Voz de Ibiza.

The contract has not yet been awarded. Companies have until 17 November 2026 at 12:00 to submit their offers.

One contract covering Ibiza, Palma and Menorca

Aena has grouped the passenger assistance service for the three Balearic airports into a single procurement rather than dividing it into separate lots. This means one successful contractor will be responsible for the service across all three airports.

The initial contract period is three years, with the possibility of two additional one-year extensions.

Aena's procurement portal lists a total gross tender budget of €69,034,119.12, excluding VAT the amount is €57,052,991.01. The estimated net contract value is €100,303,854.87, which is higher because it takes potential extensions and other contract provisions into account.

The Ibiza allocation of €7.12 million therefore relates to the initial three-year period, not an annual budget or the full potential value of the wider contract.

Initial provision of 64 wheelchairs and four lifting vehicles

The tender sets minimum equipment requirements for the successful company at Ibiza Airport. During the first year, the service must have at least 64 conventional wheelchairs and four lifting vehicles: three standard ambulifts and one adapted for regional aircraft.

The minimum wheelchair provision is scheduled to increase over the initial contract period:

  • First year: 64 wheelchairs

  • Second year: 69 wheelchairs

  • Third year: 71 wheelchairs

  • Fifth year, if both extensions are activated: 76 wheelchairs

From the third year, the number of conventional ambulifts will increase from three to four, while the vehicle designed for regional aircraft will remain part of the required provision.

The equipment requirements also include two adapted vans, specialist wheelchairs for passengers with particular needs, equipment for passengers weighing up to 200 kilograms and stair-climbing devices.

The contractor will be required to review its resources ahead of the summer and winter seasons and adjust them to operational demand.

These are minimum requirements under the new tender. They should not automatically be interpreted as an increase compared with the equipment currently operating at Ibiza Airport, because the published documentation does not provide a complete comparison with the existing 2026 inventory.

Maximum waiting times for assistance

The contract also establishes response-time targets for passengers who request assistance in advance.

For departing passengers with prior notice, assistance must begin within:

  • 10 minutes in at least 80% of cases

  • 20 minutes in at least 98% of cases

  • 30 minutes in all cases

For arriving passengers who have requested assistance in advance, staff or equipment must be available within:

  • 5 minutes in at least 80% of cases

  • 10 minutes in at least 98% of cases

  • 20 minutes in all cases

Different, longer response periods apply when passengers request assistance without prior notice.

The service covers the passenger's journey through the airport, including transfers from designated meeting points to the aircraft, and assistance after disembarkation until the agreed end point of the service.

At Ibiza Airport, the three identified meeting points are the exterior pavements at arrivals and departures and the check-in hall.

The contract also provides for periodic monitoring, the handling of complaints and financial penalties when failures attributable to the contractor breach the agreed requirements.

Additional assistance provision if works affect passenger routes

The tender includes a separate provision of €44,082 excluding VAT for additional assistance resources at Ibiza Airport over five months if construction works disrupt normal passenger routes.

This provision is conditional. It relates to the second one-year extension, meaning it would only become relevant if Aena activates the contract's fifth year and the specified disruption occurs.

Potential circumstances include diverted routes, longer walking distances and changes to passenger flows that require staff or equipment to be reorganised.

The tender does not identify a specific construction project that would automatically trigger this additional provision. Although Aena is preparing a wider terminal redevelopment, the contract documentation does not explicitly link the additional assistance budget to that project.

Tender documentation lists 52 workers from the previous service

The procurement documents also include a list of 52 workers supplied by Adelte Transporte y Servicios EFS, the company providing the service when the relevant administrative document was prepared on 20 October 2025.

This is historical workforce information, not confirmation of the exact number of employees working at Ibiza Airport in November 2026. Nor does the list alone establish the employment arrangements that will apply if the contractor changes. Those matters depend on the applicable legislation, collective agreement and contractual circumstances at the time.

How to apply for the contract

The tender is published on Aena's supplier procurement portal under reference DEA-519/2026.

The deadline for submitting offers is 17 November 2026 at 12:00, mainland Spanish time. The procurement is being conducted through an open procedure with multiple award criteria.

The successful contractor will be responsible for providing assistance to passengers with reduced mobility at Ibiza, Palma and Menorca airports under the equipment, service and response-time requirements established in the tender.

For passengers travelling through Ibiza Airport, the new contract sets out how the service should be equipped and delivered over the coming years, while providing for adjustments as demand and airport operations change.
