Ibiza Housing Debate: Consell d'Eivissa Organises Conference on Regulation and the Property Market

05 November 2026 г.

The housing crisis in Ibiza will take centre stage at a new public conference organised by the Consell d'Eivissa on Thursday, 12 November 2026. Bringing together representatives from the property development sector, academia and the architectural profession, the event will examine how public regulation and private market initiatives could influence access to housing on the island.

Titled Habitatge entre regulació i mercat: quin equilibri necessitam? (Housing Between Regulation and the Market: What Balance Do We Need?), the conference will take place from 17:00 to 20:00 in the Plenary Hall of the Consell d'Eivissa. Admission is free, with no advance registration required.

The discussion forms part of the institution's conference series Eivissa: habitatge, territori i futur (Ibiza: Housing, Territory and Future), which aims to bring together different perspectives on the island's residential challenges and explore possible approaches to its housing needs.

Can Housing Regulation Improve Access to Homes in Ibiza?

The November conference will focus on the relationship between public intervention and private initiative in the residential property market.

Speakers will examine the potential benefits and limitations of different regulatory measures, as well as their possible unintended consequences. The discussion will consider whether government intervention can make housing more accessible or whether certain restrictions could create additional difficulties for the market.

The programme is designed to bring together economic, business and architectural perspectives, allowing participants to examine the issue from different professional viewpoints.

Three Experts to Examine Ibiza's Housing Market

The conference will feature three speakers with backgrounds in property development, economics and architecture.

The opening session at 17:00 will be led by Vicent Marí, president of the Consell d'Eivissa.

At 17:15, Alejandra Marqués, Vice-President of Communications at PROINBA, the Balearic Association of Property Developers, will address whether regulation can improve access to housing.

At 17:45, Fernando Pinto Hernández, Professor of Applied Economics at Universidad Rey Juan Carlos and co-author of the book Un país sin casas (A Country Without Houses), will examine the opposite question: whether certain regulatory measures could actually aggravate the housing problem.

The third presentation will begin at 18:15. Lluís Oliva, president of the Ibiza-Formentera division of the Official College of Architects of the Balearic Islands (COAIB), will discuss the effects of regulatory measures on Ibiza's housing market.

Following a coffee break scheduled for 18:45, the three speakers will come together for a round-table discussion beginning at 19:00.

The debate will be moderated by Sofía Ribas Bamber, founder of the Sustainable Transformation Laboratory (Ma).

Part of a Wider Debate on Ibiza's Housing and Future

The conference is the second meeting in the five-part series Eivissa: habitatge, territori i futur, launched by the Consell d'Eivissa in October 2026.

The first session, held on 28 October, examined the relationship between population growth, housing demand and the limitations of an island with finite land, infrastructure and natural resources.

The remaining sessions in the programme will address three further subjects:

  • More Housing, Fewer Barriers: How Can We Move Forward? Exploring potential obstacles to increasing the housing supply.

  • Working and Living in Ibiza: The Housing Challenge. Examining the difficulties of finding accommodation while living and working on the island.

  • The Ibiza of the Future: Housing, Territory and the Island Model. Considering the relationship between residential needs, territorial planning and the island's long-term development.

Dates for these three additional conferences have yet to be confirmed.

Through the series, the Consell aims to maintain a space for dialogue between public administrations, professionals, economic and social organisations and residents, bringing different perspectives into discussions about Ibiza's housing challenges.
