Santa Eulària Opens Tender for Up to 26 Affordable Rental Homes in Town Centre

November 05, 2026

Santa Eulària des Riu has opened a public tender for the construction and management of up to 26 limited-price rental homes in the town centre, as the municipality continues its efforts to improve access to housing for local residents.

The project concerns a municipally owned property at number 6 Calle Teniente Coronel Costa Ribas. Companies interested in taking on the development can submit their proposals until 7 December 2026 at 18:00 through Spain's Public Sector Procurement Platform.

The successful bidder will receive a 75-year right of superficies, under which it will be responsible for completing the development, maintaining the building and managing the homes as limited-price rental accommodation.

Two Development Options for the Unfinished Building

The site covers approximately 402 square metres and currently contains an unfinished building comprising a basement, ground floor and four upper floors.

Because construction has already begun but remains incomplete, the tender requires interested companies to present two different development proposals.

The first must examine the possibility of retaining, using or adapting the existing structure to complete the residential development.

The second must consider demolishing the unfinished building and constructing an entirely new property.

Both alternatives must be supported by technical, urban planning and financial assessments, allowing the municipality to evaluate which approach offers the most suitable solution.

The final number of homes will depend on the architectural proposal selected through the tender, although the development can accommodate a maximum of 26 apartments.

Proposed Distribution of the Homes

The tender documentation establishes an indicative distribution based on the expected housing needs of different household sizes.

The reference allocation is:

  • 40% of homes with one bedroom.

  • 40% of homes with two bedrooms.

  • 20% of homes with three or more bedrooms.

This distribution may be adjusted depending on the characteristics of the successful architectural proposal.

All the properties must operate as limited-price rental homes, with the development and management responsibilities remaining with the successful company throughout the surface-right period.

The tender announcement does not establish final rental prices or confirm the eventual allocation criteria for applicants.

Municipality Retains Ownership of the Land

The arrangement is based on a 75-year right of superficies, allowing the successful company to develop and manage the property without acquiring ownership of the municipal land.

During this period, the company will be responsible for financing and executing the necessary works, as well as the conservation, maintenance and management of the completed homes.

The land will remain publicly owned throughout the agreement. Once the 75-year period expires, the building will revert to the ownership of Santa Eulària Town Council.

The successful company will also have a maximum of three years from the effective start of construction to complete the development.

Property Acquired for €2.2 Million

The property was acquired by Santa Eulària Town Council in September 2026 for €2.2 million.

The purchase was financed jointly with the Consell Insular d'Eivissa through the Strategic Municipal Investment Plan (PLA 5). The island council contributed 60% of the funding, while the municipality covered the remaining 40%.

The acquisition formed part of the town council's wider housing strategy, which aims to increase the availability of rental accommodation at regulated prices.

Part of a Wider Plan for 120 Limited-Price Rental Homes

The new development complements another major housing project planned for es Puig d'en Valls, where 94 limited-price rental homes are planned.

That development has an approved investment of approximately €21.09 million and is being advanced through a separate 75-year surface-right arrangement.

Together, the two projects could provide up to 120 limited-price rental homes across the municipality once both developments have been completed.

Both initiatives form part of Santa Eulària Crea Futur, the municipal programme designed to improve access to housing and support residents seeking to establish their lives in the municipality.

With the latest tender now published, the next step is the selection of a company capable of delivering the development and managing the future rental properties.
