Ibiza's island government is stepping up scrutiny of the regulated taxi sector after receiving reports that some licensed drivers may be agreeing prices with passengers that are significantly higher than the amount ultimately shown on the taximeter.

The Consell de Ibiza says it will dedicate inspection resources to establishing whether the practice is actually taking place and, if so, how widespread it is.

The warning comes at a time when the island is simultaneously intensifying its campaign against illegal passenger transport and so-called pirate taxis.

Reports of Agreed Prices Above the Taximeter

The issue was raised by Roberto Algaba, Ibiza's island director of Transport, during an interview with Radio Ibiza.

According to Algaba, Transport authorities have received information about licensed taxi drivers allegedly negotiating a fixed price directly with passengers instead of charging the fare established by the taximeter.

He gave a hypothetical example in which a driver might agree to charge €60 for a journey that would eventually show around €20 on the taximeter.

The example was presented to illustrate the alleged practice and is not evidence that a particular driver has actually charged those amounts.

Consell Says the Reports Need to Be Verified

Algaba stressed that the reports have not yet resulted in specific sanctions for this alleged practice.

The administration now wants to establish whether the information it has received corresponds to isolated incidents or whether there is a broader problem within the regulated taxi sector.

That distinction is important because the Consell has not announced a confirmed number of cases involving licensed taxis charging above the taximeter through prior agreements.

Algaba described the alleged behaviour as something that must first be investigated before conclusions can be reached.

Licensed Taxis Are Already Subject to Regulation

Unlike pirate taxis and other forms of unlicensed passenger transport, Ibiza's legal taxi services operate within a regulated framework.

The municipal taxi regulations establish the concept of a "price according to taximeter", meaning the cost of a journey is calculated using the taximeter and the applicable official tariffs.

The regulations also distinguish between journeys directly contracted at a taxi rank or on the street and journeys booked in advance through telephone, radio taxi or other electronic means.

This regulatory framework is designed to provide passengers with a defined pricing system and establish clear rules for licensed operators.

Fixed Prices Have Already Been a Controversial Issue

The new investigation also connects with a debate that has been taking place within Ibiza's taxi industry for more than a year.

In 2025, representatives of the island's taxi federation warned about the potential risks of allowing drivers to negotiate fixed prices with passengers.

The argument was that permitting freely agreed fares could create opportunities for irregular charging and make it more difficult for passengers to know what a journey should cost.

That earlier debate focused partly on proposed changes to taxi and VTC regulations in the Balearic Islands.

The current reports received by the Consell have brought the issue back into the spotlight.

Taxi Sector Says Business Has Improved

The scrutiny comes alongside some positive news for Ibiza's regulated taxi sector.

According to figures cited by Algaba, taxi activity on the island has increased by around 10% compared with 2025.

Taxi representatives have attributed part of that improvement to stronger action against illegal passenger transport, particularly around sensitive locations such as Ibiza Airport.

However, the sector has not yet returned to the levels recorded in 2024, according to the information reported by La Voz de Ibiza.

That means the relationship between legal taxis and illegal operators remains an important issue for the industry.

Fight Against Pirate Taxis Continues

The investigation into possible overcharging by licensed taxis is taking place alongside a much broader enforcement campaign against illegal transport.

The Consell says its inspections have become more intense during the 2026 season.

According to Algaba, 48 sanctions for pirate taxi activity had accumulated by the time of the September 8 report.

Recent operations have also involved Ibiza Local Police, Sant Josep Local Police and the Guardia Civil, with authorities targeting vehicles allegedly providing passenger services without the required authorisation.

€27,400 in Proposed Sanctions in One Operation

At the end of August, a joint inspection operation involving the Ibiza Local Police and the Consell's transport inspectors produced proposed sanctions totalling €27,400.

The operation detected several transport-related infringements, including alleged unauthorised passenger services and the capture of customers by vehicles operating outside the rules.

Two licensed taxi drivers were also found to be carrying passengers without their taximeters connected, according to the police report from that operation.

That does not mean those cases involved passengers being charged above the final taximeter price, but they demonstrate that the authorities are already monitoring compliance within the regulated sector.

Another Airport Operation Followed

Days later, another operation at Ibiza Airport resulted in three vehicles used for alleged illegal passenger transport being immobilised.

The proposed sanctions from that operation totalled €45,000.

The action involved inspectors from the Consell, Sant Josep Local Police and the Guardia Civil.

Airport transfers are a particularly sensitive area because of the high volume of arriving tourists and the strong demand for transport during the summer.

Why the Consell Is Concerned About Licensed Drivers

For Ibiza's transport authorities, enforcing the rules on licensed taxis serves a purpose beyond protecting passengers.

Algaba has argued that every case involving an irregularity by a licensed operator consumes inspection resources that could otherwise be used against genuinely illegal transport.

His message to licence holders is therefore that they also have a responsibility to supervise the conduct of their drivers.

The administration wants the regulated sector to maintain public confidence while it simultaneously combats competition from unauthorised operators.

The Difference Between Taxi Overcharging and a Pirate Taxi

The two problems are legally and practically different.

A pirate taxi refers to a vehicle or operator providing passenger transport without the required authorisation.

The latest issue concerns licensed taxis that, according to the reports received by the Consell, may potentially be agreeing an amount above the regulated taximeter fare.

In the first case, the central question is whether the operator is legally authorised to provide the service.

In the second, the vehicle is licensed, but authorities would need to establish whether the driver has breached the rules governing fares and taximeter use.

That distinction matters when assessing potential sanctions.

Ibiza's Taxi Fare System Is Also Being Updated

The controversy comes as Ibiza's taxi fares have themselves been undergoing an updating process.

The Consell approved an initial proposal for an 8% increase in taxi fares in May 2026, covering the price per kilometre and other elements of the tariff structure.

The new rates were still awaiting subsequent administrative procedures later in the summer.

This means the price passengers pay for regulated taxi services is not simply determined by individual drivers. It is established through the applicable official tariff system.

What Passengers Should Expect From a Licensed Taxi

Under the regulated system, passengers should expect the fare to be calculated according to the applicable taxi tariff and taximeter.

That provides a transparent reference for the cost of the journey.

If a passenger is asked to agree a significantly higher fixed price before the journey and then finds that the taximeter would have produced a lower amount, that could become relevant to the type of conduct now being examined by the Consell.

However, each individual case would need to be assessed on its own facts and according to the applicable regulations.

Authorities Have Not Announced Sanctions for This New Allegation

One of the most important points in the latest report is that no specific sanctions have yet been announced for licensed taxi drivers allegedly agreeing prices above the taximeter.

The Consell is at the investigation stage.

Inspectors will now have to determine whether there is evidence supporting the reports and whether any identified behaviour constitutes a breach of the relevant rules.

Until that process takes place, it would be premature to describe the alleged practice as widespread or established.

The Taxi Industry Faces Pressure From Several Directions

Ibiza's licensed taxi sector is dealing with several challenges simultaneously.

Drivers are benefiting from increased activity compared with last year, but they remain in competition with illegal operators.

At the same time, authorities are demanding stricter compliance with the rules governing licensed services.

The latest allegations add another layer to that pressure because any confirmed cases could damage trust in the regulated taxi system at precisely the moment the sector is arguing that stronger enforcement against pirate transport is improving its position.

Ibiza Wants a More Transparent Transport System

The Consell's approach reflects a wider objective of making passenger transport more transparent.

The administration is tightening controls on illegal operators while also checking that licensed drivers comply with the conditions attached to their licences.

For passengers, the goal is a transport system in which they can understand who is authorised to carry them and how the fare is calculated.

That becomes particularly important in a tourism destination such as Ibiza, where many passengers are unfamiliar with local regulations and may have little idea what a normal taxi journey should cost.

The Investigation Will Determine Whether There Is a Real Problem

The next stage is therefore evidence gathering.

Transport inspectors will need to establish whether the reports received by the Consell correspond to actual cases, identify any drivers involved and determine whether the relevant taxi regulations have been breached.

If evidence is found, the administration could then consider the appropriate proceedings or sanctions.

If the reports prove to be isolated or unsupported, the scope of the concern could turn out to be much smaller than initially feared.

A New Focus for Ibiza's Transport Inspectors

The latest development shows that Ibiza's transport enforcement campaign is becoming broader.

The authorities are not only targeting vehicles operating completely outside the regulated system. They are also examining whether licensed operators are complying with the rules that govern their services.

That creates a dual objective: reduce illegal competition while maintaining standards within the legal taxi sector.

For passengers, the practical message is that the taximeter remains a central element of the regulated service.

For the administration, the immediate task is to determine whether the reports of prices being agreed above taximeter levels represent isolated allegations or evidence of a wider practice.
