Spain to Introduce Bottle Return-For-Money System From November 2026
Spain is moving closer to introducing a national deposit, return and refund system for beverage containers, a change that would also apply in Ibiza and across the Balearic Islands as part of a Spain-wide rollout.
The legal basis for the change comes from Spain’s waste law. Under Article 59.2, if the country fails to meet collection targets for plastic beverage bottles, a deposit, return and refund system must be introduced within two years. The law also says that, in addition to plastic bottles, other packaging may be included to ensure the system is technically, environmentally, and economically viable.
Recent reports in Spanish and regional media say the scheme is being prepared for November 2026. Under the reported model, consumers would pay a refundable deposit of at least 10 cents on selected beverage containers, including plastic bottles, cans, and drink cartons up to three litres, and reclaim that money when returning the empty packaging to participating shops or authorised collection machines.
The measure is part of Spain’s response to missed recycling targets and wider pressure to improve packaging recovery rates. The idea is simple: give containers a cash value so more of them are returned instead of being thrown away. Deposit systems like this are already used in other European countries and are seen as a way to increase collection and reduce litter.
For Ibiza and the Balearic Islands, there is no separate exemption or different regional timeline visible in the sources reviewed. That means the proposed system should apply here as part of the wider Spanish rollout, not as a separate island-specific policy.
One important nuance is that while the legal trigger is official, some of the practical rollout details still appear to be developing. There are also reports that businesses involved in implementation think the schedule could face delays, even though November 2026 remains the deadline widely cited in current coverage.
For now, the safest takeaway is this: Spain is expected to introduce a refund deposit system for drink containers, and Ibiza would be part of it. The exact final rules, covered packaging, and operational details should become clearer as the rollout gets closer.
