Ibiza's iconic nightlife could soon face a significant island-wide licensing change.

The Consell d'Eivissa (Ibiza Island Council) has proposed freezing the issuance of new licences for clubs, nightclubs and beach clubs as part of its upcoming Tourism Areas Intervention Plan (PIAT), a long-term strategy designed to manage tourism growth while protecting the island's existing nightlife industry.

If approved, the proposal would prevent the opening of new licensed nightlife venues across Ibiza. Existing clubs, including Hï Ibiza, Ushuaïa Ibiza, Pacha Ibiza, Amnesia, DC10, Chinois Ibiza, Es Paradis, Eden Ibiza and [UNVRS], would continue operating under their current licences and would not be affected. Officials have repeatedly stressed that the proposal is not about closing clubs, but about limiting future expansion of the sector.

Speaking during discussions on the PIAT, First Vice President Mariano Juan said the island already has sufficient nightlife in certain areas and that no additional licences should be granted. At the same time, he defended Ibiza's legal nightlife sector, describing it as an essential part of the island's identity, international reputation and economy.

"We don't want legal leisure activities to disappear; in fact, we need them. They position us, differentiate us, complement our tourism offering and provide thousands of jobs. They're part of Ibiza, and we should be proud of them."

The proposal also sparked debate within the island council. PSOE spokesperson Elena López argued that Ibiza's current tourism model has "gotten out of hand," describing the island as having become "one enormous party venue" and claiming "there's no room for families in it." She also called for tougher penalties against organisers of illegal parties and those who facilitate them.

Although the proposal has generated headlines around the world, much of Ibiza has already operated under similar restrictions for around 15 years. Most municipalities already prohibit new nightclub licences through local planning regulations, with Sant Josep being the main exception. The new PIAT would extend those restrictions across the entire island, creating a unified licensing framework.

The proposal forms part of a wider strategy to address overtourism, illegal parties and the long-term sustainability of Ibiza's tourism model. The PIAT is still under review and has not yet been formally approved.

If adopted, the measure would mark a significant shift in how Ibiza manages future nightlife development, preserving Ibiza's existing licensed nightlife while limiting future expansion of the sector.
