Ibiza Resident Raises Complaint After Being Asked to Pay ITV Fee Online

A 65-year-old Ibiza resident has raised concerns after being told to arrange and pay for his motorcycle ITV appointment online rather than completing the process in person with cash.

Francisco Javier Ortiz said he visited the Consell d’Eivissa’s citizen service office intending to arrange an appointment for his motorcycle inspection, as he had done previously. According to his account, he was told that the payment had to be made online by card.

The experience left him frustrated, particularly because he does not want to use a bank card or email to complete the transaction.

Resident Says He Wanted to Pay in Cash

Ortiz told local media that he wanted to pay the ITV fee in cash and questioned why he should have to use an online system for a relatively small payment.

He said the amount involved was around €16, although the Consell’s current published tariff for a motorcycle is €16.18.

The resident also said that he encountered difficulties when attempting to use the online system, reporting that different parts of the process appeared to give him conflicting information about his appointment.

According to his account, a member of staff offered to help him complete the process, but he declined because his preference was to arrange the appointment personally and pay in cash.

Consell Acknowledges the Procedure Was Not Followed

The Consell d’Eivissa has acknowledged that the procedure applied in this case was not the one that should have been used.

The institution explained that people aged 65 and over have access to a specific assisted-service option, allowing them to receive attention without an appointment and with support from staff.

According to the Consell, the usual procedure in these circumstances is for staff to arrange the ITV appointment and make an internal note so that the person can pay the inspection fee in cash at the ITV station.

This means that the resident should not have been required to complete the entire process online simply because he wanted to pay in cash.

The Consell said it would investigate whether its instructions had not been followed in this case.

Current ITV System Uses Online Card Payment

The Consell’s current ITV booking platform states that online appointments are paid through its online payment system, with card-based payment options available during the booking process.

However, the institution’s response to this particular case indicates that an alternative procedure exists for people aged 65 and over who require assisted attention.

The issue, therefore, appears to concern the way the resident’s request was handled rather than a general decision by the Consell to prohibit cash payments for ITV services.

A Digital Process That Still Needs Personal Assistance

The incident highlights the difficulties that can arise when traditionally face-to-face public services increasingly rely on digital booking and payment systems.

For residents who are less comfortable with online platforms, bank cards or email, access to assisted alternatives can be particularly important.

In this case, the Consell has acknowledged that the resident should have been offered the procedure applicable to people aged 65 and over and says it will examine what happened.

For now, the ITV booking system continues to operate primarily through online appointments and payments, while the Consell’s response confirms that assisted arrangements are available for older residents.
