Sant Antoni de Portmany has awarded the contract for a new public car park in Sant Rafel, with the project set to create 109 parking spaces alongside improvements to pedestrian access, drainage, lighting and the surrounding public space.

The Sant Antoni Town Hall has awarded the works to Vilor Infraestructures S.L. for €1,767,277.60 including VAT. The planned construction period is six months.

The project will be carried out on municipal land next to the Pep Negre children's park, between the church of Sant Rafel and the road towards Santa Eulària.

109 Public Parking Spaces

The new facility will provide 109 parking spaces.

Four spaces will be reserved for people with reduced mobility, while five electric vehicle charging points will also be installed.

The aim is to organise parking in an area currently used for vehicles while improving accessibility and safety around the centre of Sant Rafel.

The site is close to the village church, cemetery and residential area, making it a frequently used area for both residents and visitors.

Awarded for Less Than the Original Tender Budget

The final contract value is lower than the amount originally put out to tender.

The tender documents established a maximum budget of €1,985,705.59 including VAT, while the contract has ultimately been awarded for €1,767,277.60 including VAT.

The difference means the awarded contract is approximately €218,428 below the original tender ceiling.

This distinction is important because the €1.77 million figure represents the awarded contract, rather than an estimated project budget.

Improvements Beyond Parking

The project is not limited to creating parking spaces.

The existing access path will be improved, with irregularities and damaged sections corrected while retaining the natural topography of the land as far as possible.

The project also includes a highly permeable paving system designed to encourage rainwater infiltration, together with a drainage network connected to the municipal stormwater system.

A stone-clad wall will be constructed around parts of the development, while accessible pedestrian routes will connect the adapted parking spaces with existing pathways.

New Lighting and Landscaping

The wider area will also receive new public lighting, street furniture and landscaping.

The accessible pedestrian routes will have a minimum width of 1.80 metres.

The works include associated quality control, safety measures and waste-management arrangements as part of the construction contract.

A Municipal Site of More Than 7,500 Square Metres

The municipal plot covers 7,520.80 square metres in total.

However, the actual area affected by the works is considerably smaller, at approximately 3,341.62 square metres. This includes the existing access road, its surrounding areas and the section currently used for parking.

Six-Month Construction Period

With the contract now awarded, the planned execution period is six months.

The project follows the earlier tender process launched by Sant Antoni Town Hall for improvements to the access road and the creation of the public open-air car park.

The original tender documents set a six-month execution period and a maximum contract value of €1.64 million before VAT, equivalent to almost €1.99 million including tax.

A New Parking Area for Sant Rafel

Once completed, the project will provide Sant Rafel with a new formally organised public parking area while also changing the surrounding public space.

The combination of 109 parking spaces, accessible pedestrian routes, electric vehicle charging points, drainage improvements, lighting and landscaping is intended to create a more structured and accessible area around one of the village's main public spaces.

Construction is expected to take six months following the award of the contract to Vilor Infraestructures S.L. for €1,767,277.60 including VAT.
