Ibiza PP Candidates Set Out Housing, Tax and Business Priorities Ahead of Spain’s 29 November General Election

November 07, 2026

The Partido Popular (PP) in Ibiza has placed housing affordability, lower taxation and compensation for the additional costs of island life at the centre of its proposals ahead of Spain’s general election on 29 November 2026.

The party’s Senate candidate for Ibiza, Carmen Ferrer, and Jacobo Varela, who occupies fifth place on the PP’s Balearic Islands list for the Congress of Deputies, presented their priorities at a press conference on 6 November. The president of the Consell de Ibiza, Vicent Marí, also attended and expressed his support for the candidates.

The proposals form part of the PP’s wider campaign to win national government under the leadership of Alberto Núñez Feijóo. The representatives argued that national policies should give greater consideration to the economic pressures affecting residents, families, self-employed workers and small businesses in Ibiza.

PP calls for changes to Spain’s Housing Law

Housing was one of the main subjects addressed by Carmen Ferrer, who argued that access to a home has become one of the most pressing problems for residents.

She referred to increases of more than 45% in rental and property purchase prices in recent years. This figure was presented as part of her remarks at the press conference.

Ferrer called for new national housing legislation that, in her view, would provide greater legal certainty for property owners while encouraging more homes to enter the market and increasing the supply of affordable housing.

She also questioned the results of Spain’s current Housing Law, referring to its application in Catalonia. Ferrer argued that the legislation had contributed to a reduction in available rental properties and higher purchase prices. These were her criticisms of the law rather than independently established findings presented at the event.

As an alternative, she advocated legislation designed to encourage the availability of homes, including measures that could allow changes to property dimensions to make housing more accessible to residents.

Ferrer also referred to the Balearic Government’s limited-price housing measures as an example of initiatives that could contribute to affordability, while arguing that further changes at national level would be necessary.

Lower taxes and reduced administrative burdens

Taxation and the additional costs associated with living and operating a business on an island were also central to the PP representatives’ proposals.

Ferrer argued that reducing the tax burden and simplifying administrative procedures would help improve the competitiveness of small and medium-sized businesses in Ibiza.

She said that lower operating costs could help businesses become more competitive and potentially create better conditions for wage improvements. She also highlighted the wider effect that high costs can have on household finances and the ability of people to continue living on the island.

Jacobo Varela focused on the challenges facing families, self-employed workers and small business owners. He argued that the additional costs associated with insularity have a direct effect on everyday life and economic activity.

Varela also called for a simpler relationship between citizens, businesses and public administrations. He criticised lengthy procedures and administrative obstacles that, in his view, make it harder for people to establish businesses, develop projects, recruit employees or complete routine official processes.

He advocated a more accessible and efficient administration, arguing that public bodies should facilitate economic activity rather than create additional barriers.

Vicent Marí calls for greater national attention to Ibiza

The president of the Consell de Ibiza, Vicent Marí, backed the PP candidates and argued that the island's needs should receive greater attention from the national government.

Marí criticised the current Spanish government led by Pedro Sánchez, claiming that Ibiza had not received sufficient attention in areas including state services and investment. He called for a change of government and said that representatives from the island should be able to bring its priorities directly to Congress and the Senate.

He also raised irregular migration, describing Ibiza as a point of arrival on the Algerian route. Marí called for what he described as an orderly migration policy.

On housing, he emphasised the need for greater legal certainty and criticised the national government's approach to taxation. He called for fiscal incentives and lower taxes, arguing that these measures should form part of a response to the island's economic pressures.

His comments were political criticism and policy arguments made in support of the PP campaign.

PP open to negotiating with Vox if needed to form a government

The press conference also addressed the possibility of a coalition or parliamentary agreement following the election.

Jacobo Varela said the PP in Ibiza would not rule out an agreement with Vox if the election results did not give the PP an absolute majority and the party needed additional support to govern.

He described Vox as the party closest to the PP and said negotiations would be the logical option in that situation.

Varela nevertheless stated that the PP's objective was to secure an absolute majority.

General election scheduled for 29 November

The Spanish general election is scheduled for 29 November 2026. Carmen Ferrer is standing for the PP in the Ibiza Senate constituency, while Jacobo Varela is fifth on the party's list for the Congress of Deputies in the Balearic Islands.

The proposals presented in Ibiza form part of the party's campaign ahead of the vote. They focus on housing legislation, taxation, insularity-related costs and administrative reform, alongside the PP's broader call for a change of government at national level.
