Ibiza and Formentera Push for 75% Resident Discount on Mainland Train Journeys
Residents of Ibiza and Formentera could benefit from a change to Spain’s travel subsidy system if a long-standing proposal to extend the 75% resident discount to mainland train journeys gains political support. The initiative, championed by economist Iván Sbert, aims to make journeys combining flights and rail travel more affordable for people living in the Balearic Islands.
The proposal is not yet an approved benefit. However, it has returned to the mobility debate as high-speed rail changes travel patterns across mainland Spain and some regional flight connections have become less frequent.
Why residents want the discount extended to trains
Residents of the Balearic Islands currently qualify for a 75% discount on eligible air journeys between the islands and mainland Spain, subject to the applicable rules. The subsidy can also cover qualifying connecting flights.
The difficulty arises when a traveller needs to continue by train after arriving on the mainland. While the eligible flight may receive the resident discount, the onward rail journey does not receive the same state-funded subsidy.
For residents of Ibiza and Formentera, this can create an additional cost when travelling to destinations without convenient direct flights. Travellers may need to fly to a larger airport before continuing by rail to their final destination.
Sbert argues that the subsidy system should adapt to changes in the transport network and allow qualifying rail journeys to be included when they form part of a trip from the islands.
The issue is particularly relevant to the Pitiusas, where residents have fewer direct flight options than travellers departing from Mallorca. For people in Formentera, reaching an airport also requires an additional sea journey.
A proposal dating back to 2014
The campaign to extend the resident discount to rail travel is not new. Sbert submitted a proposal to Spain’s Ministry of Development, now part of the Ministry of Transport and Sustainable Mobility, on 7 October 2014.
His proposal called for changes to the regulations governing resident travel subsidies so that long-distance rail journeys could qualify when combined with air or sea travel. The objective was to prevent residents from losing the benefit when their journey required a change of transport on the mainland.
The initiative subsequently reached the Balearic Parliament. In November 2015, parliamentary groups jointly presented a non-legislative proposal calling for the resident discount to be extended to mainland land transport, particularly high-speed rail.
On 24 May 2016, the Parliament unanimously supported the initiative and urged the Spanish Government to amend the relevant state regulations.
Despite that cross-party backing, the extension has not become an established entitlement. Sbert says he has received no response from the central government to his long-running request.
Changing flight connections add urgency
The debate has gained renewed attention as high-speed rail has become increasingly important for travel between mainland Spanish cities.
Data presented by Sbert to La Voz de Ibiza compare flight operations between Madrid and several mainland airports in August 2004 and August 2025. His figures indicate substantial reductions on certain routes, including the Madrid-León connection.
These comparisons relate to specific routes and periods. They do not establish that all domestic air connections are declining, nor that every destination has become inaccessible by air from Ibiza.
Nevertheless, they illustrate the problem for island residents who may need to combine different modes of transport to reach their destination. A journey that once relied on a flight may increasingly involve a train for part of the route.
Ibiza Airport handled more than 9.1 million passengers in 2025, according to figures cited in the report, including approximately 3.77 million on domestic routes. These totals include residents and visitors, rather than measuring resident travel alone.
Combined tickets already exist, but the subsidy is different
Travellers can already book certain combined air and rail journeys through commercial arrangements. Iberia and Renfe offer the Train & Fly product, while Air Europa has an agreement with rail operator Iryo.
However, the existence of these products does not mean the 75% resident discount automatically applies to a domestic train journey connected to a flight from Ibiza.
Renfe also offers commercial intermodal fares for some qualifying journeys, with discounts subject to the conditions of each offer. These are separate from the state-funded resident subsidy and do not provide a general 75% discount on mainland rail travel.
Extending the resident benefit would require decisions on the journeys covered, eligibility conditions and how the additional public expenditure would be calculated. No cost estimate for Sbert’s proposal has been established in the information reviewed.
What Spain’s Sustainable Mobility Law requires
The debate also intersects with Spain’s Sustainable Mobility Law, approved in December 2025.
The legislation directs the Ministry of Transport and Sustainable Mobility to promote reductions in domestic flights on routes where a rail alternative takes less than two and a half hours, subject to exceptions, including certain connections to airports serving international routes.
This is not an automatic ban on those flights. The law also requires a technical study assessing the potential effects of reducing short domestic flights, including consequences for regional connectivity, economic and social activity, and subsidies for residents of non-peninsular territories.
The law sets a six-month deadline from its entry into force for the study to be presented. That deadline passed in June 2026. The document is then intended to undergo public consultation and inform any subsequent regulatory changes considered necessary.
Sbert has said he is unaware of the study having been presented. The publication reports that it requested clarification from the ministry, but an official response was still pending at the time of its report. The study’s publication status could not be independently confirmed from the official material reviewed for this article.
Importantly, the law does not itself extend the resident discount to train tickets. Any such change would require a separate decision and the necessary regulatory arrangements.
A long-standing demand without a confirmed timetable
For residents of Ibiza and Formentera, extending the 75% discount to qualifying mainland train journeys could reduce the cost of reaching destinations that require a combination of air and rail transport.
The proposal has already received unanimous support in the Balearic Parliament, but that vote did not create the benefit. No confirmed implementation date or approved scheme has been identified.
The next steps depend on the Spanish Government’s consideration of transport subsidies, the findings of the legally required study and whether the authorities decide to change the existing rules.
Until an official change is announced, residents should not assume that the 75% resident discount applies to mainland train tickets.
