Sant Antoni Prepares Emergency Drill for 18 November After Reviewing Flood-Risk Areas

October 27, 2026

Sant Antoni de Portmany is stepping up its preparations for emergencies, with municipal teams receiving training and inspecting locations considered vulnerable to flooding ahead of an emergency drill scheduled for 18 November.

The work forms part of the implementation of the municipality’s Municipal Emergency Plan (PEMU) and Municipal Action Plan for Flood Risk (PAMIN). The two plans establish procedures for coordinating municipal services and responding to potential emergencies, with particular attention to flooding.

The council has confirmed that the next stage will include a practical exercise during the morning of 18 November, alongside an information session for residents at the town hall. The specific scenario to be recreated during the drill has not yet been announced.

Municipal Teams Receive Emergency Response Training

The latest programme combined classroom training with field visits to locations and infrastructure identified in the municipal emergency plans.

The theoretical sessions were delivered by Geolat, the consultancy responsible for preparing both plans. They covered the organisation of municipal emergency services, the responsibilities of the different response teams, procedures for activating the plans and the coordination arrangements used during an emergency.

Training also addressed the Municipal Operational Coordination Centre, known as CECOPAL, which is based at the town hall. The centre forms part of the municipality’s emergency coordination arrangements.

The aim is to ensure that the services involved understand their roles and can put the procedures set out in the plans into practice if an emergency occurs.

Passeig de la Mar and s’Arenal Among Areas Reviewed

The practical fieldwork focused on locations where flooding or other emergency-related impacts may require a coordinated response.

Municipal teams visited Passeig de la Mar and s’Arenal beach, as well as several points where streams cross roads. The route also included the Montecristo industrial estate, Cala Salada, the town hall and the Can Coix sports complex.

During the visits, participants examined the risks at each location, possible effects during an emergency and the preventive or response measures that could be adopted under different scenarios.

The inspections were intended to familiarise municipal services with the locations identified in the plans and improve their understanding of the resources and procedures available.

The work does not mean that an emergency alert has been activated. It forms part of the municipality’s preparation for possible future incidents.

Emergency Drill and Public Information Session on 18 November

The next stage of the implementation programme is scheduled for the morning of Wednesday, 18 November 2026.

The council will carry out an emergency drill and hold an information session for residents in the town hall’s plenary chamber. The public session is intended to support awareness of the municipality’s emergency planning.

The council has not yet specified the scenario that will be simulated, so details of the exercise and the procedures to be tested remain unconfirmed.

The practical drill will follow the recent training and site inspections, giving the municipality an opportunity to put its emergency arrangements into practice.

Plans Approved in 2025 Now Moving into Practice

Sant Antoni’s PEMU and PAMIN were approved and homologated in October 2025. Their implementation is a required stage following homologation, intended to ensure that the plans are operational rather than remaining solely as written documents.

The PEMU establishes the municipality’s general framework for responding to emergencies, while the PAMIN focuses specifically on flood risk.

The plans provide procedures for warning, coordination and evacuation, with actions adapted to the nature and location of an incident. The municipal emergency arrangements also identify coordination facilities and resources to support the response.

The recent training and fieldwork form part of the process of preparing municipal services to use those procedures and work together during a potential emergency.

Recent Heavy Rain Highlights the Importance of Preparedness

The preparations follow the intense rainfall that affected Ibiza in October. On 19 October, Sant Antoni closed municipal facilities and sports installations after a red weather alert was issued, while activities were suspended as a precaution against flooding risks.

The emergency plans are designed to help the municipality coordinate its response to situations such as heavy rainfall and flooding, identify vulnerable locations and reduce potential consequences for residents and infrastructure.

By combining staff training, field inspections and a planned emergency exercise, the council aims to strengthen coordination and improve readiness across its municipal services.
