Las Dalias Project Proposes Demolition of 626.71 m² of Structures in Ibiza Market Regularisation Plan
Las Dalias, one of Ibiza’s best-known markets, is facing a proposed demolition of concrete bases and wooden structures whose legality could not be justified under the current planning framework. The works form part of a wider process intended to regularise the market and its parking areas, which has been under administrative consideration for several years.
The project also includes the construction of a new public toilet block within the existing market complex in Sant Carles de Peralta, in the municipality of Santa Eulària des Riu.
The basic integrated activity and works project is currently in the public-information stage following a notice published in the Balearic Islands’ Official Gazette on 6 October 2026. It covers four plots, numbered 40, 41, 144 and 152, in polygon 4 of the municipality.
The demolition has not been reported as completed, and no start date for the works has been confirmed. The project is seeking the necessary urban planning authorisation for the proposed interventions.
What Structures Are Proposed for Removal?
According to the project memorandum, the demolition would target elements that do not comply with the current planning framework and that the project says cannot be legalised.
The document gives a total demolition area of 626.71 square metres, covering concrete bases and wooden structures distributed around the market’s parking area and existing buildings.
Its itemised figures include:
-
307.89 m² of concrete bases, with a stated demolition volume of 46.18 cubic metres, calculated using a thickness of 15 centimetres.
-
229.09 m² of wooden structures, described as huts or small buildings, with a stated volume of 68.72 cubic metres.
However, these two itemised surface areas add up to 536.98 m², which is 89.73 m² less than the total demolition area declared in the project.
The discrepancy remains unresolved in the descriptive documentation available for public consultation. The more detailed demolition memorandum, including photographs of the structures, measurements and demolition budget, was not among the documents accessible in the version reviewed.
The project also states that permanent structures will be removed and that non-removable low walls and foundations will be demolished.
New Public Toilets Planned for the Market
Alongside the proposed demolition, the project includes a new single-storey toilet block intended for public use and designed to be integrated into the existing Las Dalias buildings.
The proposed building would have a regulatory height of 2.5 metres and a total height of three metres.
Its stated floor area, however, differs across the project documentation. A table relating to the activity gives a built area of 25 m², while another section lists the auxiliary toilets with a closed area of 46.27 m².
The accessible material does not resolve this difference, so the final approved dimensions cannot yet be stated with certainty.
Four Plots and More Than 15,000 m² Covered by the Project
The wider project concerns the market’s operation, access arrangements and parking areas. It identifies 15,281.30 m² as the surface area covered by the declaration of general interest.
The memorandum divides this into four areas:
-
4,761 m² for the market.
-
1,577 m² for the entrance plaza and bus and taxi stops.
-
5,109 m² for the northern car park.
-
3,358 m² for the southern car park.
These figures add up to 14,805 m², leaving a difference of 476.30 m² compared with the total declared area.
The documentation also gives three different measurements for the wider property: 35,853 m² according to the actual measurement, 33,222 m² according to the Land Registry and 34,681 m² according to the Cadastre. The memorandum itself states that the plot will require regularisation.
The proposed activity is described as an artisan market selling products through removable stalls, accompanied by open-air parking, takeaway food and drink sales, folklore demonstrations, cultural activities and entertainment for children.
Planning Framework and Previous Approvals
The plots are classified as common rustic land under the applicable planning framework. The project memorandum lists a maximum occupation rate of 2%, a volume limit of 900 cubic metres, a building ratio of 0.015 square metres per square metre and minimum setbacks of 10 metres from plot boundaries.
However, several fields in the project's planning sheet are left without numerical values, referring instead to the application of the relevant activity legislation and the declaration of general interest.
That declaration was approved unanimously by the Island Commission for Territorial Planning, Urbanism and Heritage on 14 March 2024, according to the project memorandum.
Earlier, on 29 November 2023, the Balearic Islands Environmental Commission issued a favourable environmental impact declaration for the market, access and parking arrangements on plots 40, 41 and 144. The current project also includes plot 152.
These approvals form part of the process behind the present application; they do not mean that every element of the current works project has already received its final urban planning licence.
A Process Dating Back to 2017
The administrative history of Las Dalias' regularisation dates back to November 2017, when an initial basic project was submitted to seek a declaration of general interest for the market.
Further stages followed, including a preliminary major-activity project in October 2020 and an initial design in March 2022.
A meeting took place at the Ibiza Island Council on 28 November 2023 to review the municipality's report and clarify outstanding points. A revised version of the project was submitted in July 2024, adjusting parking layouts, incorporating road reservation and protection areas, and modifying vehicle and pedestrian flows in response to the mobility study.
The project is dated August 2024 and was digitally signed by architects Miquel Cárceles Cardona and Manuel Sempere Polo on 13 September 2024.
It was subsequently placed in the public-information process announced in the Official Gazette on 6 October 2026. The notice provides a period of 20 days from the day after publication for affected public bodies, organisations and individuals to examine the project and submit observations.
Public Documentation and Outstanding Questions
The version made available for consultation at the time of reporting comprised 12 pages: the cover, index and descriptive memorandum. The project index, however, indicates that the full file extends to 1,038 pages.
The unavailable sections included the detailed demolition report and photographs, the overall construction budget, measurements, plans, technical conditions and the health and safety study.
The absence of those materials from the accessible version means that several details, including the surface-area discrepancies and the specific structures to be removed, cannot be fully checked against the complete plans.
The public-information process provides an opportunity for affected parties to examine the documentation and submit comments. The proposed works remain part of an ongoing licensing and regularisation process.
What Happens Next?
The current project sets out the demolition of structures whose legality cannot be justified and the construction of a new public toilet block. It also covers the broader operation of Las Dalias and its parking areas.
The public-information stage is a step in the administrative process, not confirmation that the demolition has begun or that the final licence has been granted. No start date for the proposed demolition has been established in the information reviewed.
As Las Dalias continues a regularisation process that began in 2017, the next steps will depend on the planning procedure and the handling of the project documentation and any observations submitted during public consultation.
