The Ibiza Socialist Party (PSOE) has asked the Balearic Government to investigate two private events held in Sant Antoni during August, raising questions about water use at a private Egyptian-themed party and the authorization process for a solar eclipse festival at s’Arenal.

The two complaints have been submitted to different departments of the Govern and ask officials to review the relevant administrative files and determine whether the events and their authorization processes complied with current regulations.

One complaint concerns an event held at sa Pedrera de Can Coix on August 13, while the second relates to the Eclipsi Solar festival at s’Arenal beach on August 12.

Questions Over 170,000 Litres of Water

The first complaint concerns the private Egyptian-themed event at sa Pedrera de Can Coix.

According to the documentation presented by the PSOE, the event included various temporary structures and installations, including a large ornamental water area or lake.

The Socialists claim that approximately 170 tonnes of water, equivalent to around 170,000 litres, were used to fill the installation. They say the water was transported to the site by tanker trucks and may have been drinking water.

Importantly, the 170,000-litre figure is an allegation contained in the PSOE's complaint, rather than a figure independently confirmed by the Balearic Government.

The PSOE is asking the Govern to establish the exact volume and origin of the water used and determine the legal framework governing its supply and use.

Was the Water Use Compatible With Drought Restrictions?

The Socialists have also asked the Govern to determine whether using such a quantity of water for a temporary ornamental installation was compatible with the drought pre-alert situation that existed in Ibiza at the time.

The complaint asks officials to establish what type of water was used, where it came from and whether the necessary permissions or controls were in place.

The PSOE is also asking what happened to the water after the event ended and the installation was dismantled.

Specifically, it wants to know whether the water was emptied, transported elsewhere, reused, discharged or allowed to infiltrate into the ground, and whether any authorization was required for that process.

The Documentation Submitted by the Organisers

According to the PSOE, the water installation was already visible in documentation submitted to Sant Antoni Town Hall on July 28.

The technical documentation reportedly included plans showing an area labelled “water” in several places, together with technical information relating to the installation.

The Socialists therefore want the Govern's Directorate General of Water Resources to examine the administrative documentation and establish exactly how the installation was approved and supplied.

The complaint is a request for an investigation and does not itself establish that the event breached water regulations.

A Second Complaint Over s’Arenal

The PSOE has also submitted a separate complaint concerning the Eclipsi Solar festival, which took place at s’Arenal beach on August 12 during the total solar eclipse.

This complaint has been submitted to the Directorate General of Coasts and Coastal Areas.

The main issue raised is whether the event had obtained the necessary authorization to occupy the maritime-terrestrial public domain.

The PSOE is asking the Govern to review the authorization process, the area occupied and the installations that were ultimately placed on the beach.

Questions About the Timing of the Authorization

According to the documentation cited by the PSOE, the requested occupation of the beach covered the period from August 10 to August 13.

The project submitted by the organisers was subsequently modified on July 29.

The Directorate General of Coasts and Coastal Areas then requested a new report from Sant Antoni Town Hall on July 30.

The municipality sent its second report on July 31, stating that the activity was compatible with the applicable regulations, subject to conditions including obtaining authorization to occupy the maritime-terrestrial public domain.

The PSOE says that, according to the municipal documentation it reviewed, the coastal authorization did not appear to have been issued by August 12, the day of the festival.

It also points out that Sant Antoni Town Hall granted the final municipal authorization for the event at 3:55pm that day, with the festival scheduled to begin at 5pm.

The Socialists are asking the Govern to clarify the sequence of approvals and determine whether the coastal authorization was already effective when the beach occupation and installation work began.

What Happened During the Eclipse Festival?

The second complaint also asks authorities to examine the event's wider organization.

The PSOE wants the Govern to establish exactly how much beach was occupied, what installations were authorized and whether what was ultimately installed corresponded to the approved plans.

It has also asked whether the event's private, commercial and profit-making nature was taken into account when determining the financial and administrative conditions of the beach occupation.

The complaint asks officials to review any applicable fees, charges or other payments connected with the occupation.

Additional Questions About Safety

The Socialists have also raised questions about the special circumstances surrounding the solar eclipse.

The eclipse attracted large numbers of people to the area, and the PSOE wants officials to establish whether issues including security, mobility, evacuation and crowd management were properly considered during the authorization process.

It also asks whether the planned deployment of Local Police officers described in the festival's self-protection plan was available.

These are questions the PSOE has asked the Govern to investigate rather than established findings about the event.

The Wider Context in Sant Antoni

The complaints come after a summer in which several events in Sant Antoni have attracted political and public attention.

The Egyptian-themed private party at sa Pedrera de Can Coix was already the subject of debate at Sant Antoni Town Hall, where the PSOE questioned the handling of the event and the PP defended the municipality's procedures.

The latest complaints now take the issue to the Balearic Government, asking regional authorities to examine specific aspects of water resources and coastal authorization.

What the PSOE Is Asking For

The Socialist group is not asking the Govern simply to accept its allegations.

Instead, it is requesting that the relevant departments review the official documentation, carry out any necessary inspections and determine whether the actions taken by Sant Antoni Town Hall complied with the applicable legal framework.

If officials identify possible breaches, the PSOE is asking for the appropriate administrative measures to be taken.

An Investigation, Not a Final Finding

For now, the central points remain questions raised by the PSOE rather than confirmed violations.

The alleged 170,000 litres of water used at the Egyptian-themed event have not been independently confirmed in the reporting, and the PSOE is specifically asking the Govern to establish the exact volume and origin.

Likewise, the complaint concerning s’Arenal asks authorities to determine whether the necessary coastal authorization was in place at the appropriate time.

The next stage will therefore depend on the Balearic Government's review of the two administrative files.

The PSOE has asked for both cases to be examined, with the final determination of whether any regulations were breached resting with the competent authorities.
