Plans to regulate the number of vehicles entering Menorca will reach the Balearic Parliament on Tuesday, September 22, 2026, marking the next stage in the island's effort to introduce seasonal vehicle restrictions.

The Parliament is expected to vote on whether to take into consideration a proposal from the Consell Insular de Menorca to amend Law 3/2023, the Menorca Biosphere Reserve law.

The vote would begin the parliamentary process. It would not itself impose the restrictions.

What Parliament Will Decide

The proposal seeks to give Menorca a clearer legal framework for regulating the entry and stay of motor vehicles on the island.

The amendment would allow the Consell to establish a maximum number of vehicles, restrict their entry or stay during specified periods and introduce measures linked to mobility and public transport.

Once the legislative process is completed, a separate regulatory framework would still be required to establish how the system operates in practice.

The 120,000-Vehicle Ceiling

The Consell's vehicle-capacity study identified 120,000 as the recommended maximum number of vehicles that should be present simultaneously on Menorca in order to address saturation of the island's road network.

The study recorded a peak of 122,170 vehicles in 2024, including vehicles belonging to residents and vehicles that had arrived on the island through its ports.

The 120,000 figure is a technical recommendation contained in the study. It is not yet an operational limit imposed on motorists.

The Proposed Restrictions Are Not Yet in Force

Tuesday's parliamentary vote is only an initial legislative step.

If the proposal proceeds, the detailed system will have to be established through subsequent legislation and regulation, including the precise maximum number of vehicles, the periods during which restrictions would apply, authorization procedures and enforcement arrangements.

The Consell has been working towards implementation during the 2027 tourist season.

Residents of Menorca Would Be Exempt

Under the proposal approved by the Consell, vehicles owned by individuals registered as residents in Menorca would not be subject to the limitation.

The same framework provides specific exemptions for a number of other categories of vehicles and users.

This means the future restriction is designed primarily around controlling additional vehicle inflows rather than limiting the normal use of vehicles belonging to Menorca residents.

One Vehicle for Second-Home Owners

Non-residents who own a home in Menorca would also be able to bring a vehicle under the proposed exemption, with the agreed wording providing for one vehicle per property.

The detailed requirements and authorization procedures would be established through the subsequent regulatory development.

Exemption for Seasonal Workers

The proposal also provides for vehicles belonging to non-residents who can demonstrate that they need to travel to Menorca because of their professional activity.

This provision is particularly relevant to the island's seasonal economy, which relies on workers arriving from outside Menorca during the tourist season.

Other Exemptions

The framework approved by the Consell includes exemptions for people with reduced mobility and for vehicles serving public or essential functions.

These include official and public-service vehicles, emergency services, public and school transport, taxis, vehicles transporting goods and commercial distribution, and machinery and vehicles used in industrial, agricultural and livestock activities.

Residents of Other Balearic Islands

The treatment of vehicles belonging to residents of Mallorca, Ibiza and Formentera was amended during negotiations between the PP and PSOE at the Consell.

The final text incorporates a reciprocity principle. In practice, the general exemption for vehicles belonging to residents of the other Balearic Islands would depend on those islands providing equivalent freedom of entry to Menorcans under their own regulations.

This detail is therefore different from the original proposal, which had provided a more straightforward exemption.

Debate Over How Much the Number of Vehicles Should Fall

The future ceiling remains a subject of political debate.

The current technical study points to 120,000 vehicles as the recommended simultaneous ceiling. The PSOE in Menorca has separately proposed that the first summer of the restriction should begin with a 15% reduction relative to the maximum number of vehicles subject to the system during the busiest day of the previous summer.

Using its cited figure of 122,170 vehicles, the PSOE says this would correspond to a reduction of about 18,325 vehicles. This is a political proposal from the Socialist group, not the current legally established limit.

Government Supports Parliamentary Processing

The Balearic Government has formally expressed a favourable position on taking the bill into consideration and has given its agreement for parliamentary processing to continue.

The regional government said the proposal would provide another legal tool for managing vehicle flows in Menorca within the framework of the island's Biosphere Reserve status.

Different Positions Among Parties

The proposal has attracted support from several parties for the parliamentary stage, although there has been disagreement over the timetable and the eventual design of the restriction.

Més per Menorca has said it will support the parliamentary process while criticising what it regards as delays in implementing the measure. PSIB-PSOE has also supported the process and is seeking a reduction in vehicle numbers rather than simply maintaining the existing level. Unidas Podemos has said it will support the initiative while highlighting the need for further development of public transport.

The governing PP has defended the amendment as necessary to provide the legal framework for regulation and has said the measure is intended for the next tourist season.

Previous Attempt Was Rejected

The current proposal follows an earlier attempt in March 2026.

The Balearic Parliament rejected a PSIB-PSOE bill aimed at limiting vehicle entry to Menorca, with the PP and Vox voting against it. The PP argued at the time that the Consell already had mobility powers and that any restriction should be based on technical planning and studies.

The new initiative comes directly from the Consell de Menorca and takes a different legislative route by seeking to amend the island's existing Biosphere Reserve law.

Why Menorca Is Seeking a Vehicle Cap

The policy debate is linked to concerns over traffic congestion during the peak tourist months.

A Consell-commissioned vehicle-capacity study identified significant pressure on the island's road network and recommended a 120,000-vehicle ceiling. Separate earlier analysis cited by the PSOE identified an excess of vehicles of around 30% during July and August.

These studies are being used by different political groups to support different approaches to the future restriction.

What Happens After Tuesday

Even if Parliament takes the proposal into consideration, the restrictions would not begin immediately.

Further parliamentary processing must take place before the amended law is approved. The Consell would then need to develop the practical regulatory system, including the operating periods, authorizations, ceiling and enforcement arrangements.

The objective currently being discussed is to have the system ready for the 2027 tourist season.

Menorca's Vehicle Debate Moves to the Next Stage

Tuesday's parliamentary vote represents an important procedural step in Menorca's attempt to regulate vehicle inflows, but it is not the final approval of the restriction system.
