Ibiza Approves €4.7 Million Housing Investment and Opens the Way for Up to 245 Protected Homes in Sa Joveria

Ibiza Town Hall has approved a €4.7 million budget allocation to strengthen the city’s public housing policies, while also giving final approval to a change of use that could allow up to 245 protected homes and housing units to be developed in Sa Joveria, next to Can Misses Hospital.

Both measures were approved at the municipal plenary session on Thursday, September 24, as part of the city’s wider “Eivissa, una ciutat per viure-hi” housing strategy.

€4.7 million for public housing

The €4.7 million budget modification will be financed through municipal treasury surplus.

Of the total, €2.9 million will be used to acquire homes or residential buildings that can be incorporated into the municipal housing stock. The remaining €1.8 million will fund the comprehensive rehabilitation of properties in the UA 2-3 area of Sa Penya.

The homes acquired by the municipality will be incorporated into public housing policies, with affordable or social rental identified as the preferred use, subject to the applicable procedures and criteria.

According to the supporting justification for the measure, residents who can demonstrate at least 10 years of registration in the municipality will receive priority.

The municipality had already announced the mobilisation of €4.7 million in housing resources in June as part of its broader housing strategy.

Sa Joveria plot cleared for a new housing use

Separately, the plenary approved definitively the change of use of plot number 2 in Unit of Action 18 in Sa Joveria.

The site is located beside Can Misses Hospital, between the hospital complex and the E-20, and has the capacity to accommodate up to 245 protected homes and housing units known as alojamientos dotacionales.

The change means the land can be transferred from the Ib-Salut to the Institut Balear de l’Habitatge, or IBAVI, for the future development of public protected housing and rental accommodation.

The planned accommodation is intended to include housing for public employees and professionals linked to the health sector, alongside other complementary uses connected with the healthcare area.

The 245 homes are not yet built

The approval does not mean that 245 homes are now under construction.

It completes the municipal process required to change the destination of the land and allows the next stage, including its transfer to IBAVI and the future development of the site, to proceed.

The agreement establishes a maximum period of five years for the land to be used for the new purpose. If that does not happen, or if the agreed use is not maintained for the following 30 years, the transfer can be resolved and the land would revert to the municipality.

From municipal land to hospital use and back to housing

The plot was originally owned by the municipality and was transferred free of charge to Ib-Salut in 2011, together with other land in Sa Joveria, to facilitate the development of the new Can Misses Hospital.

The municipality subsequently began the process of changing the plot’s destination after the health authorities requested permission to use it for protected public housing and housing units.

The initial change-of-use approval was passed by the municipal plenary on March 26, 2026. The proposal then went through a public-information period, during which no objections were submitted, allowing the change to receive final approval in September.

Part of the city’s wider housing strategy

The Sa Joveria project forms part of the municipal “Eivissa, una ciutat per viure-hi” plan, which is aimed at increasing the supply of protected and affordable housing in Ibiza.

The city has previously said the wider plan includes more than 1,200 protected or price-limited homes across different projects and locations.

The municipality has also identified the difficulty faced by public employees and healthcare professionals in finding accommodation in Ibiza as one of the issues the Sa Joveria project is intended to address.

At the same time, the new public housing supply is intended to respond to the needs of residents.

Two separate housing measures

The latest plenary decisions therefore involve two distinct housing actions.

The €4.7 million budget modification provides municipal funding for the acquisition of residential properties and the rehabilitation of municipal buildings in Sa Penya.

The Sa Joveria decision concerns public land and its future development through IBAVI, potentially creating up to 245 protected homes and housing units.

The two measures form part of the same municipal housing strategy, but the €4.7 million allocation should not be interpreted as the construction budget for the 245 homes in Sa Joveria.

Housing remains a major municipal priority

The latest decisions add another step to Ibiza Town Hall’s efforts to expand its public housing stock and make greater use of publicly owned land.

The immediate measures approved this week involve acquiring and rehabilitating existing properties, while the Sa Joveria decision clears an administrative obstacle for a future public housing development beside Can Misses Hospital.

The next stages for the Sa Joveria site will determine how the land is transferred to IBAVI and how the planned development of up to 245 protected homes and housing units is ultimately carried out.
