Formentera Will Elect Its Own Senator for the First Time in Spain’s November 29 Election

Formentera will elect its own senator for the first time when Spain goes to the polls on November 29, 2026, marking a historic change in the island's representation in the Spanish Senate.

The development follows a constitutional reform approved earlier this year that separated Formentera and Ibiza into two distinct Senate constituencies.

The early general election means the new system will take effect at the ballot box this November, rather than waiting until the end of the current parliamentary term.

A New Senate Constituency for Formentera

Until now, Ibiza and Formentera formed a single electoral constituency for Senate elections.

The constitutional reform approved in 2026 changed that arrangement.

The new wording of Article 69.3 of the Spanish Constitution establishes each island with its own island council as a separate Senate constituency. Under the new system, Ibiza and Formentera each receive one senator.

The reform was approved by the Congress of Deputies on March 26 and by the Senate on April 22. It was sanctioned by King Felipe VI on May 19 and published in the BOE on May 20, when it entered into force.

Why the November Election Is the First

The constitutional reform included a transitional provision specifically addressing when the new constituencies would become effective.

It stated that the creation of the Senate constituencies for Ibiza and Formentera would take effect at the first Senate elections held after the constitutional reform entered into force.

That means the November 29 general election will be the first election in which Formentera residents vote for a senator exclusively representing their island.

The early election therefore brings forward the practical implementation of the new system.

Had the current legislature continued until its expected conclusion in 2027, the first election under the new arrangement would have taken place later. Instead, the announcement of the November 29 election means Formentera's new Senate representation will begin this year.

Electoral Law Already Updated

The constitutional change was followed by an amendment to Spain's electoral legislation.

Organic Law 2/2026, published in the Official State Gazette on July 2, amended the Organic Law of the General Electoral Regime to reflect the new island constituencies.

The amended legislation explicitly lists Formentera as a Senate constituency and establishes that one senator is elected in Formentera.

The same provision establishes one senator for Ibiza, while larger islands such as Mallorca, Gran Canaria and Tenerife continue to elect three each.

The electoral reform entered into force on July 3.

This means the legal framework required for Formentera to elect its own senator was already in place well before the November election was announced.

From One Shared Seat to Two

The change marks the end of the previous arrangement in which Ibiza and Formentera shared a single Senate constituency.

Under the former system, voters on both islands participated in the election of the same senator.

From the November election onward, the representation will be divided:

  • Ibiza: one senator

  • Formentera: one senator

The reform therefore gives each island its own directly elected representative in the Senate.

A Change Decades in the Making

The reform follows a long-running institutional demand from Formentera.

The island obtained its own Consell Insular through the 2007 reform of the Balearic Islands' Statute of Autonomy, strengthening its separate institutional status.

The constitutional reform approved this year recognised that development at the level of Spain's Senate representation.

The official constitutional text notes the long history of requests for Formentera to have its own senator, including resolutions adopted by the Formentera Island Council and the Balearic Parliament.

What Formentera Voters Will Decide

On November 29, voters in Formentera will therefore participate in the general election under a new Senate arrangement.

The island will no longer share its Senate constituency with Ibiza.

Instead, Formentera voters will choose their own senator, while voters in Ibiza will separately elect the senator representing Ibiza.

The change applies specifically to the Senate. The election will also determine the composition of the Congress of Deputies under Spain's existing electoral system.

A Historic Election for Formentera

The November 29 election will consequently be the first in which Formentera has its own Senate constituency.

The change is the result of a constitutional reform that has already entered into force and an electoral-law amendment that has already been enacted.

The early general election has simply brought forward the moment when those changes will first be put into practice at the ballot box.

For Formentera, November 29 will therefore mark the beginning of a new chapter in its representation at Spain's national parliament, with the island choosing a senator of its own for the first time.
